Delegates proposed adding a security regime to arrange police cars to escort former General Secretary, former President, former Prime Minister, and former Chairman of the National Assembly when attending important events.
On the afternoon of June 3, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Security Guards.
Giving his opinion on the discussion, delegate Nguyen Tam Hung (Ba Ria - Vung Tau) suggested considering and considering adding security activities outside of Vietnam's territory to ensure adequate coverage, because security activities are not only carried out domestically but also abroad. According to Mr. Hung, the draft law has not mentioned this issue.
Regarding the guard regime for people holding key and high-ranking positions of the Party and State, delegate Hung suggested that the drafting committee consider adding a guard regime for these positions.
Specifically, former General Secretary, former President, former Prime Minister, and former Chairman of the National Assembly are arranged to have police cars escort them when necessary when attending especially important domestic events by car.
Because currently, the draft law has not mentioned it. Meanwhile, these positions are all high-ranking key positions of the Party, State and Central Committee of the Vietnam Fatherland Front.
He also expressed his high agreement with the addition of the Standing Secretariat, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy as security subjects, which is appropriate to the nature and importance of these positions in the political system.
Mr. Hung said that the bill's additional provisions on the use of special protection papers by security officers are consistent with the practical situation, creating a solid legal basis for the security force to fulfill its duties.
Mr. Hung suggested that the drafting agency should consider adding a regulation that the term of the document is 5 years from the date of signing.
Regarding the security guards who are international guests in Vietnam and international guests visiting and working in Vietnam, delegate Nguyen Hai Anh (Dong Thap) suggested considering amending and supplementing the international guests to make them suitable and complete.
He said that security work for international guests visiting and working in Vietnam is an important content, contributing to the success of the visits; contributing to the effective and unified implementation in the entire political system of the regulations on foreign protocol of the Party and State, ensuring compliance with the provisions of the Constitution and laws of Vietnam.
