Provincial Party Secretary Tran Duc Thang: The Congress is an opportunity to rectify the team and improve the capacity and fighting strength of the Party organization.

Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and members of the Provincial Party Standing Committee; leaders of the Provincial People's Council, People's Committee, Fatherland Front, National Assembly Delegation; members of the Provincial Party Executive Committee, members of the Provincial Party Inspection Committee; leaders of departments, branches, sectors, socio-political organizations of the province; leaders of District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee attended the conference.

In his concluding remarks at the conference, the Provincial Party Secretary acknowledged and highly appreciated the preparation of the conference contents and the sense of responsibility, serious attitude of research and understanding of the conference delegates, especially in the context of Hai Duong focusing on overcoming the damage caused by storm No. 3 and responding to floods.

The Provincial Party Secretary emphasized that each Party Committee and its leader must fully and deeply understand the meaning, role and importance of the congress; further promote responsibility before the Party and the people, and strengthen the comprehensive and direct leadership role of the Party Committee in the preparation for the congress. Party Committees at all levels need to identify the congress as an opportunity to rectify the ranks, tighten discipline and order; at the same time, it is also an opportunity to gather and promote the combined strength, strengthen solidarity and unity, and improve the capacity and fighting strength of the Party organization.

In the process of preparing documents, the Provincial Party Secretary requested that Party committees at all levels thoroughly grasp the direction of General Secretary, President To Lam, Head of the Party's XIV Congress Document Subcommittee on unifying the perception of the new historical starting point, the new era, the era of the Vietnamese nation's rise, thereby making stronger innovations in the content of the documents. The preparation of congress documents needs to closely follow the development orientation of Hai Duong province according to the Prime Minister's decision on the provincial planning associated with the potential and advantages of geographical location, cultural heritage, and identity of the people of the Eastern region. Focus on organizing to collect public opinions on the documents to gather and promote the intelligence of the majority of cadres and party members.

Personnel preparation work must be tight, careful, thorough, and done with certainty, especially paying attention to quality, standards, and conditions; standards and conditions must not be lowered because of structure. It is necessary to proactively do a good job of arranging and assigning staff before the congress so as not to be passive about personnel.

Party committees at all levels strictly implement the Central Committee's direction in Directive No. 35-CT/TW on "not using fake information, information not from competent agencies, unofficial information on the Internet, social networks, unverified information and bad public opinion related to personnel and personnel preparation work".

The Provincial Party Secretary noted that Party committees at all levels should proactively grasp the ideological situation, listen to the feedback of cadres, party members and people on all aspects of congress preparation. Do a good job of inspection and supervision, promptly consider and resolve complaints and denunciations related to congress personnel. Strengthen information and propaganda work in conjunction with launching emulation movements to welcome Party Congresses at all levels and celebrate major holidays in 2025. Pay attention to implementing policies for cadres who are not re-elected to the new term Party committees and redundant cadres due to the arrangement and merger of commune-level administrative units in localities.
