Many viewers wondered if Dam Vinh Hung's overseas tour violated the regulations on suspending performing activities of the Ho Chi Minh City People's Committee. In July, the male singer was banned from performing for 9 months by the authorities for wearing a "strange" badge while performing at a show.

Previously, singer Trizzie Phuong Trinh also posted a video clip recording a performance by Dam Vinh Hung in the US on November 3 (local time). The singer said the audience was surprised when Dam Vinh Hung went on stage to sing nearly 20 songs, from hits to bolero and New wave music.

In the comments section, when an audience member asked: "Hung can sing again", the male singer replied: "It's okay abroad".

A representative of the Department of Culture and Sports of Ho Chi Minh City said that the department has grasped the case and will assign it to the Department Inspectorate to check and respond later.

In July, the Vice Chairman of the Ho Chi Minh City People's Committee signed a decision to administratively fine Dam Vinh Hung in connection with the incident in which the male singer performed in a costume with some "strange" badges attached to the shirt during a live show.The day you light up the stars.

Accordingly, the management agency decided to administratively sanction Dam Vinh Hung for performing arts using costumes, words, sounds, images, movements, means of expression, performance forms and behaviors that are contrary to the nation's traditions and customs; negatively affecting morality, public health and social psychology.

For the above violation, Dam Vinh Hung was fined 27.5 million VND. The male singer was also subject to an additional penalty of 9-month suspension from performing activities according to the provisions of Point b, Clause 9, Article 11 of Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government.

In response to the question: Does the suspension of performances here only include domestic or international?, the Department of Culture said that it will base on Point a, Clause 1, Article 2 of Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government stipulating the applicable subjects as "Vietnamese organizations and individuals committing administrative violations in the field of culture and advertising in Vietnam and abroad".

In particular, Mr. Huynh Minh Hung (aka singer Dam Vinh Hung) is an individual, a Vietnamese citizen who commits administrative violations in the field of culture and advertising in Vietnam and abroad and will be handled according to regulations.

Pursuant to Point a, Clause 2, Article 1 of Decree No. 144/2020/ND-CP dated December 14, 2020, it applies to "Vietnamese organizations and individuals performing arts activities in Vietnam and from Vietnam to foreign countries".

“Therefore, performing activities are regulated by Decree No. 144/2020/ND-CP on the territory of Vietnam and the regulations of Vietnam that organizations and individuals must comply with before going abroad,” said a representative of the department.
