On October 30, the National Assembly spent the whole day working in the hall discussing the implementation of the National Assembly's Resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.
National Assembly delegates from Hai Duong province pointed out three common delays in the three national target programs: slow issuance of documents, slow guidance, and slow disbursement.
Speaking at the discussion at the 6th Session of the 15th National Assembly on the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, delegate Dinh Thi Ngoc Dung, National Assembly Delegation of Hai Duong province, said that the program's objectives are integrated and not suitable. The delegate suggested separating each objective in the Program. Support policies need to be built based on market relationships and rules, in accordance with actual conditions.
"Regarding the beneficiaries of the policy, there has been a change from only supporting people with fish to supporting fishing rods. However, not everyone who has a fishing rod knows how to fish. Therefore, the agricultural production development models and livelihood models implemented in the past have mostly had the same spending levels and implementation methods as before, leading to the quality of people's lives not being substantially improved," delegate Dinh Thi Ngoc Dung discussed in the hall.
According to the delegate, policies should not be implemented in a mass manner for a long time but should be exploited more deeply into subjects with the potential to be effective, that is, focusing only on supporting fishing rods for those who know how to fish. At the same time, completely shifting from mainly giving free money to mainly lending and giving fishing rods to those who know how to fish. From there, businesses, well-off households, and rich households in difficult areas will be the driving force for other households to eliminate hunger, reduce poverty, and develop sustainably.
Participating in the discussion on the three national target programs, delegate Nguyen Thi Viet Nga pointed out the most common limitation of the three programs is slow progress, specifically slow implementation of documents, slow guidance, and slow disbursement. The delegate said that the above delays are related to the capacity, spirit, and responsibility of officials in performing public duties.
