On August 8, 2023, Hai Duong newspaper published a reader's opinion reflecting that Toan Luyen store was storing construction materials encroaching on the traffic corridor. The incident occurred right at the beginning of Sen bridge (Binh Phien village section, Ngoc Lien commune) at the junction of National Highway 38 with Road 280 to Bac Ninh province...

After that, the Traffic Safety Committee of Cam Giang district issued an official dispatch requesting to inspect and handle the incident as reported by Hai Duong Newspaper. Ngoc Lien Commune People's Committee coordinated with the Road Management Office I.5 and BOT38 Joint Stock Company to inspect and make a record. The content clearly stated that Toan Luyen construction materials store had encroached on the National Highway 38 corridor for construction, stacked bricks close to the edge of the road, obstructing the view of road users, potentially causing traffic accidents. The record also required Ms. Le Thi Luyen's household to move the B40 fence and construction materials out of the road traffic safety corridor, and return the corridor to its original state.

On August 24, 2023, the authorities inspected the current status and determined that Ms. Luyen's household had moved the B40 fence and construction materials out of the road traffic safety corridor, returning the corridor to its original state.
