Taking advantage of the trust of business partners and some friends, Vu Ba Hung (born in 1991, living in Co Tan 1 residential area, An Phu ward, Kinh Mon) was prosecuted and temporarily detained by the Investigation Police Agency of Hai Duong Provincial Police for fraud and property appropriation.
Hung has a permanent residence in village 5, Minh Quan commune, Tran Yen district (Yen Bai). According to the investigation results, from 2016-2017, Hung worked as a marketer for energy drinks distributed by High Quality International Products Import-Export Trading Company Limited (Ha Tinh).
After that, Hung proposed to become an intermediary between the company and distributors and wholesale stores to receive a percentage of the profit. However, after receiving money from customers, Hung did not pay the company but spent it all on personal expenses, leading to the inability to pay the amount of more than 10 billion VND.
To have money to pay off the company's debt, Hung invited Mr. LVB (Kinh Mon) to join the energy drink business. Because he had lent Hung money before and was paid back both principal and interest, Mr. B. trusted him and transferred a total of 5.2 billion VND to Hung. Hung used part of this money to invest in business, the rest to pay off debt and personal expenses.
Around April 2022, knowing that Hung did not use the money to invest in business as agreed and could not immediately return the money, Mr. B. asked Hung to write a loan contract with collateral. Hung agreed to write a loan paper for 5.2 billion VND, the repayment deadline was June 15, 2022, the collateral was a Land Use Rights Certificate that Hung had previously forged and a Camry car. When the repayment deadline came, Hung was not present in the area and could not be contacted by phone. Knowing that he had been scammed, Mr. B. filed a complaint with the police.
During the investigation, the Criminal Police Department of Hai Duong Provincial Police summoned Vu Ba Hung to clarify the content of the case and at the same time collect all relevant documents and evidence.
The Investigation Police Agency of Hai Duong Province Police has issued decisions to prosecute the case, prosecute the accused, and issue arrest warrants to detain Vu Ba Hung to investigate the crimes of using fake seals and documents of organizations as prescribed in Clause 1, Article 341 of the Penal Code and the crime of fraud to appropriate property as prescribed in Clause 3, Article 174 of the Penal Code.
