In the role of State management, the delegate asked the Minister of Public Security to tell us what solutions the Ministry has taken to the above problems?

Minister of Public Security To Lam said that regarding fire prevention and fighting, the Ministry of Public Security has directed the police forces of units and localities to organize conferences on solutions to remove difficulties and obstacles in the work of reviewing and accepting fire prevention and fighting for 17 key localities.

At the same time, the Ministry also directed the Fire Prevention and Fighting Police Department to issue professional guidance documents for the police of units and localities to implement consistently...

Up to now, local police have reviewed all establishments with difficulties and problems and directly worked with and provided guidance on solutions to remove difficulties in fire prevention and fighting; established working groups to directly visit 100% of establishments with existing violations to provide guidance on solutions and measures to overcome existing violations in fire prevention and fighting.

Based on the removal of difficulties and obstacles, as of October 30, 2023, 100% of new construction projects, about 1,853 new construction projects and works with difficulties and obstacles have been guided and agreed to accept and edit, no longer have any obstacles in the process of organizing design, completing documents for approval and acceptance of fire prevention and fighting... Up to now, 15,536 out of a total of 38,140 facilities have overcome existing violations of fire prevention and fighting, reaching 40%.

Regarding the problem related to fireproof paint, Minister To Lam said that this is a very technical issue. After the guidance, investors found difficulties and problems because the consulting unit and the investor did not promptly grasp the regulations on fire prevention and fighting. The selection of contractors with limited capacity led to improper implementation of regulations.

The head of the Ministry of Public Security added that in reality, not all projects that need to increase the fire resistance limit of steel structures must use fireproof paint, but there are many other solutions. For example, factories with class C, fire resistance level 4 or higher, with an area of ​​over 25,000 m2 need to increase the fire resistance limit of steel structures. If fireproof paint is used, it must be tested before construction. Many units do not have test results or the test results do not meet the requirements before construction, so they do not accept.

Minister To Lam stated that, up to now, after detailed instructions and guidance from the forces, the Ministry of Public Security has not received any further feedback on this matter.
