Poverty reduction story in Dai Duc commune

To be one of the four communes of Kim Thanh district to complete the construction of advanced new rural areas the earliest, Dai Duc has had appropriate measures to improve people's lives.


Thanks to preferential loans, Mr. Dang Van Bien's household has escaped poverty and become a rich household in the commune.

Dai Duc is one of four communes in Kim Thanh district that has completed the construction of advanced new rural areas. To reach the finish line, the locality always strives to increase people's income and sustainably reduce poverty.

Give "fishing rod" instead of "fish string"

Mr. Dang Van Bien's nearly 700 m2 carpentry workshop in Dong Tam village, Dai Duc commune is creating jobs for nearly a dozen local workers with an income of over 10 million VND/person/month. This is one of the typical examples of local economic development. Looking at Mr. Bien's current premises, few people know that the owner of this carpentry workshop used to be a poor or near-poor household in the commune.

In 2018, Mr. Bien borrowed 70 million VND from the poor household loan program of the Kim Thanh District Social Policy Bank Transaction Office. He also borrowed from his brothers and friends to expand his carpentry workshop to develop his family's economy. The workshop's wooden household products were sold well. Not only did he escape poverty, but Mr. Bien also quickly became one of the richest households in the commune. In addition to creating jobs and stable income for many local workers, his family earns more than 5 billion VND each year.

Mr. Bien is not the only case in the village that has successfully escaped poverty. Ms. Vu Thi Hoan, Party Cell Secretary and Head of Dong Tam Village, said: “Dong Tam is the village with the most difficult economic conditions in the commune, with a large number of poor households. However, in the past 5 years, thanks to the effective use of policy capital, 5 households have escaped poverty. Currently, the village has only 3 poor households, of which 2 are no longer able to work.”

Every year, Dai Duc commune has policies to encourage the development of enterprises, production and business households to invest in expanding production to solve on-site employment for rural workers. The commune has done a good job of investigating labor supply and demand to grasp information about labor and employment in the area; coordinate with reputable units to consult and introduce labor export. Create favorable conditions for local workers to work at companies and enterprises inside and outside the commune. Thanks to that, 98% of people of working age in the commune have jobs. Of which, the rate of trained workers is 88%, trained workers with certificates is 38%. The rate of workers working in key economic sectors is 77%.

Many effective poverty reduction policies

Being far from the district center, Dai Duc commune has more difficulties than many other localities. In 2019, Dai Duc only achieved the new rural commune standard. Although it reached the goal late, in 2022, the commune will continue to strive to build an advanced new rural area. Up to now, through review, the commune has ensured the completion of all 19 criteria. This is a step of rapid, strong and steady development of Dai Duc today.

To have such rapid and strong development, Dai Duc identified poverty reduction and income improvement for people as one of the main goals of new rural construction. This is also the driving force and premise for implementing the remaining criteria. With clear goals, in recent years, Dai Duc has had many poverty reduction policies, especially the implementation of the Project "Promoting vocational training and development, creating new jobs for workers, implementing poverty reduction and ensuring social security in the period of 2020 - 2025". The commune has prioritized integrating resources from the state budget, socialization and the National Target Program on new rural construction and sustainable poverty reduction...

As a purely agricultural commune, Dai Duc pays special attention to restructuring the agricultural economy. The locality has planned a high-quality rice production area, a concentrated commodity production area, an export chili area with an area of ​​11 hectares according to VietGAP standards, a spinach growing area of ​​over 1 hectare has been granted a growing area code, and successfully built Dai Duc duck egg products that meet 3-star OCOP standards. Previously, people in the commune lived mainly on farming. Now the commune's labor structure has shifted strongly from agriculture to industry, small-scale industry and commercial services. Service businesses have expanded their investment in diversifying products, developing food services to meet the needs of daily life and developing the local economy.

According to Mr. Nguyen Van Thang, Vice Chairman of Dai Duc Commune People's Committee, poverty reduction is a difficult and challenging task, but it has been led and directed by the Party Committee of the commune with high determination. As a result, the number of poor households has decreased sharply over the years. Before building a new rural area, the multidimensional poverty rate in the commune was at 11.2%. The average income per capita was only over 30 million VND/year. The new rural construction program has brought a "new breeze" to this poor rural area. Currently, the multidimensional poverty rate (excluding poor households without the ability to work) is only 0.24%. The multidimensional near-poor household rate is 0.7%. There are no temporary or dilapidated houses in the commune. The average income per capita of the commune in 2022 will reach 66.6 million VND/year. Increased income and a decrease in the poverty rate are solid stepping stones for the locality to strive to reach the model new rural area in the coming period.
