National Assembly Chairman Vuong Dinh Hue said that standards and criteria on population density, building height, etc. should be proposed by planning consultants and not rigidly regulated.
On the morning of April 22, the National Assembly Standing Committee gave opinions on the draft Law on Urban and Rural Planning.
Speaking about the draft law, National Assembly Chairman Vuong Dinh Hue suggested continuing to review and specify more clearly the viewpoints and principles stated in Party documents, such as the relationship between urbanization and new rural construction.
Therefore, he suggested that if a commune is going to become a ward, or a district is likely to become a district, the principles and criteria for planning orientation should be reviewed in the law to have a few points as principles for future implementation.
In addition, clarify the relationship between urbanization and urban economic development. If we only talk about urban areas without talking about urban economy, it will be very difficult to manage and develop sustainable urban areas.
So which part is in the law and which part is in the Law on Urban Development Management, Mr. Hue suggested reviewing and clarifying.
Another content is that planning must adapt to the issue of climate change.
Mr. Hue said that this is a very important issue, even for urban planning and rural development in our country, which is the country most heavily affected by climate change. Therefore, it is necessary to review how to implement it.
He raised a practical problem that requires but is also inadequate, which is the criteria and standards for urban planning associated with population density and infrastructure to calculate the balance between urban development in width and the problem of urban development in the compressed direction of the TOD model.
Regarding the planning scope, Mr. Hue cited the example of Hoan Kiem district - a planning scope of about 5km.2. If the criteria, population standards must draw out a lot of people.
But then the thinking changed, proposing to take all 4 old inner city districts including Hoan Kiem, Ba Dinh, Dong Da, Hai Ba Trung into a balanced planning system, only then can the population and infrastructure problems be solved.
"So, should the standards and criteria on population density, building height... be proposed by planning consultants based on the overall planning, and should not be rigidly regulated on this matter. For example, Hong Kong and Singapore both have skyscrapers.
Between the compact urban model of TOD - we were very stuck when working at the grassroots level. But then, the Ministry of Construction also removed everything. Reality shows that it is partly due to awareness and partly due to regulations...", Mr. Hue added.
Previously, Minister of Construction Nguyen Thanh Nghi stated that the draft law aims to create a legal basis and a synchronous, comprehensive, and unified management tool to regulate urban and rural planning activities.
Overcoming existing shortcomings, limitations, inadequacies, difficulties and obstacles in practice, meeting the requirements for the new development stage of the country. Strengthening the effectiveness and efficiency of state management; ensuring the harmony of interests of the State, people and society.
During the preliminary examination, Chairman of the Economic Committee Vu Hong Thanh clarified the orientation of the content of law making. The standing committee member said that it is necessary to especially emphasize some contents.
Resolutely eliminate the mindset of tenure, the mechanism of asking and giving, and group interests in construction, adjustment, and supplementation of planning, leading to the situation of "suspended" projects and slow implementation in reality...
