After 1.5 days of serious and enthusiastic work, with a constructive spirit and high sense of responsibility, on the morning of August 22, the question and answer program at the 36th session of the National Assembly Standing Committee completed all its content.
Answer fully, frankly, clarify many issues
In his closing speech at the question-and-answer session, National Assembly Chairman Tran Thanh Man said that 75 National Assembly deputies had spoken, of which 66 deputies questioned and 9 deputies debated; 11 deputies had registered but were not allowed to speak due to time running out, and requested that National Assembly deputies send their questions through the Secretary General of the National Assembly to the Government members and heads of sectors to respond in writing according to regulations.
The National Assembly Chairman stated: The purpose of this question-and-answer session is to comprehensively assess the implementation of the Government, the Supreme People's Court, and the Supreme People's Procuracy's resolutions on thematic supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023; improve the quality, effectiveness, and efficiency of implementation and clarify the responsibilities of heads of agencies subject to supervision; promptly make adjustments in direction and administration; perfect policies and laws, handle existing problems and difficulties, and ensure that the resolutions of the National Assembly Standing Committee are fully and seriously implemented.
With that spirit, the National Assembly deputies demonstrated high responsibility, carefully studied the reports, asked short, clear, focused questions, and went straight to the point. The Government members and heads of sectors had a firm grasp of the current situation of their sectors and areas of responsibility, basically answered fully, frankly, explained, clarified many issues and proposed solutions for effective implementation in the coming time. The National Assembly Standing Committee acknowledged and highly appreciated the seriousness, openness, and high sense of responsibility of the Government members and sector heads in answering questions and absorbing opinions of the National Assembly deputies.
Through reports sent to National Assembly deputies and through the question-and-answer session, it can be seen that, in general, the resolutions of the National Assembly Standing Committee have been seriously implemented by agencies with many synchronous solutions, creating positive changes and achieving specific results in most areas. In addition, National Assembly deputies also pointed out that the implementation of some resolutions and tasks is still slow, some contents and targets in the resolutions have not been completed, have not met requirements, have been slow to change, or still have difficulties and problems, which need to be promptly overcome, removed and resolved in the coming time. Deputy Prime Minister Le Thanh Long, on behalf of the Prime Minister and the Government, spoke to clarify further issues related to the Government's responsibilities and the relationship between the Government and the Supreme People's Court and the Supreme People's Procuracy.
The National Assembly Chairman requested the Government, the Supreme People's Court, the Supreme People's Procuracy, Ministers and heads of sectors to fully absorb the opinions of National Assembly deputies, continue to resolutely, synchronously and comprehensively implement the resolutions of the National Assembly Standing Committee on thematic supervision and questioning, focusing on promptly, fully and effectively overcoming shortcomings and limitations in each field. Based on the results of the questioning session, the National Assembly Standing Committee will issue a Resolution on questioning with specific requirements for each content, clearly stating the time for implementation and completion.
Preventing corruption and negativity in law-making
On behalf of the National Assembly Standing Committee, the National Assembly Chairman outlined a number of basic and key tasks directly related to the main responsibilities of ministries and branches to focus on implementing in the coming time.
Accordingly, the Ministry of Industry and Trade continues to effectively implement approved projects, strategies, plans and schemes to ensure safety, energy security and electricity prices; perfect the legal system in the field of petroleum trading; promptly have a long-term solution to the implementation of separate storage of national petroleum reserves. The Ministry of Industry and Trade effectively implements market management, prevention and combat of smuggling, trade fraud, counterfeit goods and poor quality goods; focuses on preventing and combating negative acts, creating favorable conditions for promoting import and export of goods.
The National Assembly Chairman requested the Ministry of Agriculture and Rural Development to continue to improve policies and laws on labels and trademarks of key agricultural products; to carry out forecasting work well, proactively deploy solutions to respond to climate change, prevent natural disasters, drought, and saltwater intrusion, ensure water resources for production and people's lives; to strictly control the management, use, and conversion of rice-growing land; to implement solutions to exploit, protect, and develop aquatic resources, and prevent and control newly emerging poultry diseases in some localities.
The Ministry of Culture, Sports and Tourism urgently issues documents guiding policies that have not been implemented in Resolution No. 08-NQ/TW dated January 6, 2017 of the Politburo on developing tourism into a spearhead economic sector; research and develop regulations to regulate a number of areas of culture and art; have mechanisms to encourage and mobilize social resources to invest in culture and cultural industry; have solutions to strictly handle violations of social ethical standards.
The National Assembly Chairman requested the Ministry of Home Affairs to complete the arrangement and settlement of regimes and policies for redundant cadres and civil servants and asset management after the arrangement of district and commune-level administrative units in the 2019-2021 period; urgently review, establish and adjust related plans to complete the construction of the project to arrange district and commune-level administrative units in the 2023-2025 period. In addition, promptly guide and resolve local difficulties in the process of building and completing the project; speed up the appraisal progress, complete the project dossier, have a specific roadmap, and submit it to the National Assembly Standing Committee.
The Ministry of Justice proactively reviews and forecasts the legislative tasks that need to be performed, as a basis for proposing the development of the Legislative Program Orientation for the 16th National Assembly term; thoroughly overcomes the situation of slow issuance of detailed regulations; prevents and combats corruption and negativity in law-making. At the same time, researches and proposes amendments to the Law on Judicial Expertise, promptly overcomes difficulties and obstacles in judicial expertise activities; has solutions to overcome limitations in the enforcement of administrative judgments; improves the effectiveness of asset recovery in economic and corruption criminal cases.
The Ministry of Public Security continues to improve policies and laws related to ensuring security, order, social safety, preventing and combating crimes and violations of the law on security and order; strengthen the fight against all types of crimes, especially organized crimes, crimes related to "black credit", transnational crimes, crimes with foreign elements, crimes operating under the guise of businesses; effectively organize the reception and handling of denunciations and reports of crimes.
In addition, improve the effectiveness and efficiency of state management of security, order, and social safety, especially traffic safety, fire and explosion prevention; comprehensively deploy the work of preventing and combating corruption and negativity according to the direction of the Central Steering Committee on preventing and combating corruption and negativity.
The National Assembly Chairman requested the Government Inspectorate to review and resolve outstanding, complicated, and prolonged complaints and denunciations; improve the quality and effectiveness of conclusions on inspections of law enforcement responsibilities in receiving citizens and handling complaints and denunciations; improve the quality of propaganda, dissemination and education of law and training in citizen reception and handling complaints and denunciations. At the same time, increase the application of information technology in citizen reception and handling complaints and denunciations; upgrade and complete the national database on complaints and denunciations.
The Supreme People's Court focuses on implementing solutions to speed up the progress and further improve the quality of adjudication, focusing on conciliation and dialogue in the process of resolving cases; strengthening political education, ideology, discipline, sense of responsibility, political courage, and professional ethics for officials and civil servants; building and perfecting a clean and strong team of court officials; enhancing the application of information technology, building database software to manage and monitor citizen reception.
The Supreme People's Procuracy has performed well in its tasks of combating injustice, wrongful convictions and missed crimes; strengthened the responsibility of prosecution in investigation activities; developed professional processes and skills to improve the quality and efficiency of the stages of performing the functions and tasks of the People's Procuracy. At the same time, reviewed and perfected regulations, strengthened citizen reception, resolved and supervised the settlement of complaints and denunciations in judicial activities; consolidated and streamlined the organization of the Procuracy at all levels; and enhanced the application of information technology in the activities of the sector.
The National Assembly Chairman emphasized that General Secretary and President To Lam has repeatedly mentioned the important role and urgent requirements in promoting the building and improvement of institutions, promptly removing difficulties and obstacles to develop the economy - society, ensure national defense and security, foreign affairs and prevent and combat corruption and negativity. "Today's question-and-answer session also contributes positively to promoting the implementation of that very important task and requirement," the National Assembly Chairman affirmed.
