The draft Population Law is being widely consulted, including a proposal that has attracted public attention: removing the regulation that each couple can only have 1-2 children, meaning allowing more than 2 children.

According to data from Resolution No. 04 - NQ/HNTW of the 4th Conference of the 7th Party Central Committee on population policy and family planning, dated January 14, 1993: The average number of children of a woman of childbearing age has been reduced from over 6 children (in the 60s) to about 4 children today (1993). However, the results achieved are still very low compared to the requirements. By the end of 1992, Vietnam's population had reached 70 million people. If the annual population growth rate continues to be over 2% and each woman of childbearing age has an average of nearly 4 children as it is now, then every 30 years or so, Vietnam's population will double. Therefore, the specific goal, Each family has only 1 or 2 children...

According to the birth rate chart of Vietnamese women over the past 20 years (2003 - 2023), the birth rate has decreased sharply. Specifically, in 2003, the birth rate was about 2.13 children/woman, by 2023 this number was 1.95.

These figures accurately reflect the current reality, the vast majority of families have only 2 children, 1 child, or even no children, especially young families. Not only in urban areas, but also in rural areas - where the concept of male superiority and female inferiority, needing a son to "continue the family line" is still common, the situation of families having few children is increasing. The story of "not daring to give birth even if given" has become more common, because raising children today is much more difficult than in the time of "God created elephants, God created grass". To raise a child today, in addition to preventing the child from being exposed to all kinds of dangers from the outside environment, it requires huge expenses for food, education... On the other hand, the busy work has consumed a lot of time of couples, making them hesitate when wanting to have more children...

All of the above are the reasons for the decline in birth rate, which means many social problems, especially regarding labor and labor quality, will arise.

Hai Duong has a high rate of population aging. According to the Provincial Statistics Office, the population of Hai Duong province in 2023 is 1,956,888 people, the labor force aged 15 and over is 957,514 people.

The declining birth rate and the increasingly scarce young workforce will negatively affect economic growth and lead to a labor shortage in the future. It is forecasted that by 2050, the proportion of people aged 65 and over will account for about 20% of the population, while the proportion of the working-age population (15-64 years old) will decrease... All of these are huge challenges for the whole society. It is necessary to consider whether to abolish the regulation that each couple should only have 1-2 children at present.

Through feedback and comments in the press and social networks, it can be seen that the proposal to remove the regulation that each couple can only have 1-2 children is receiving high consensus from the people. This is consistent with the current conditions of Vietnam as well as Hai Duong. That is, removing the regulation that each couple can only have 1-2 children will quickly overcome the situation of a sharp decline in birth rates. Along with that, it will effectively overcome the aging population that Vietnam as well as many countries in the world are facing. When the aging population is overcome, the pressure on the health care system and support for the elderly will be reduced. In addition, if the regulation that each couple can only have 1-2 children is removed, the painful situation of choosing the sex of the fetus and the gender imbalance at birth will also be reduced compared to the present...
