According to Vice Chairwoman of the National Assembly Nguyen Thi Thanh, when streamlining the apparatus, there needs to be an outstanding mechanism to encourage people with 2 or 3 years left to be willing to retire and make way for young officials.
The above proposal was raised by Vice Chairwoman of the National Assembly Nguyen Thi Thanh when speaking at the 40th session of the National Assembly Standing Committee on the morning of December 10.
Ms. Nguyen Thi Thanh suggested that it is necessary to do a better job of disseminating new policies on streamlining the apparatus, on decisions of the Central Committee, the Politburo, the National Assembly, and the Government related to socio-economic development... Thereby, creating high consensus in the political system, voters, and people.
The Vice Chairman of the National Assembly said that a very important content in the project to streamline the organization of the political system is to attach importance to reasonable and favorable mechanisms and policies for the staff in the area of arrangement, streamlining the payroll, restructuring the staff, civil servants, public employees, and workers.
The Vice Chairman of the National Assembly cited that previously, when streamlining the payroll and restructuring the staff, civil servants and public employees according to Resolution No. 39 of the Politburo, a very important part was the policy regime.
Therefore, the current economic scale and budget are much larger than before and have the conditions to take care of them. At the same time, the arrangement, in addition to the goal of streamlining to serve the cause, the people subject to the arrangement are also the people and officials.
"If we care about their lives, it is also to achieve the goal that when the country develops, the people will enjoy the results. Therefore, I propose to supplement, have a mechanism, a really strong policy, superior as before to encourage those who have 2, 3, 4 years left to be ready to retire, making room for young, well-trained cadres to stay in the system.", said Ms. Nguyen Thi Thanh.
According to Vice Chairwoman of the National Assembly Nguyen Thi Thanh, there has been a tendency to shift from the public sector to the private sector in the past and overall there has been no problem. However, Ms. Thanh expressed concern that those who move from the public sector to the private sector are good people, while those who are not good or average stay.
"Without good policies, we will not be able to retain the staff we need and will not be able to transfer the staff we need to other fields.", Vice Chairwoman of the National Assembly Nguyen Thi Thanh added.
