Currently, there are still some leaders and managers who are passive and reactive, only interested in immediate and personal benefits.
During his lifetime, President Ho Chi Minh pointed out: “Being a leader is also a profession, one must practice virtue and train talent, in which virtue must be the root”. Leaders and managers must have basic qualities such as: correctness, decisiveness, ability to clarify, patience, acceptance of differences, faith, effort, diligence, generosity, comprehensive thinking, deep expertise in a field, social ethics, knowing how to put the common interest above personal interest.
However, at present, there are still some leaders and managers who are passive, reactive, only concerned with immediate benefits and their own personal interests, unable to discover, nurture and promote the good points and strengths of their subordinates, and lacking in care for the people. Some leaders and managers do not have a clear viewpoint or stance, do not defend what is right, do not criticize or condemn what is wrong. All actions are not in the spirit of service, for subordinates, for the people, but for personal interests. These leaders and managers will become barriers, holding back the development of the organization.
In particular, some leaders and managers have shown signs of causing trouble and harassment to the people, saying things that do not match their actions, having weak capacity, and not daring to self-criticize and criticize. Some leaders and managers have also taken advantage of their positions to gain personal benefits, losing the trust of the people.
Resolution of the 4th Central Committee, Session XI, "Some urgent issues on Party building today" clearly stated: "A large number of cadres and party members, including those in leadership and management positions, including some senior cadres, have degraded in political ideology, morality, and lifestyle with various manifestations of fading ideals, falling into individualism, selfishness, opportunism, pragmatism, chasing after fame, money, status, corruption, waste, arbitrariness, and lack of principles".
In the current context, leaders and managers need to have a long-term vision and be close to reality, and have the ability to quickly adapt to changes in social reality. Leaders and managers must have both talent and virtue; must play the role of a strategic designer, always paying attention to the development of the entire system. At the same time, they must be able to overcome challenges and always demonstrate their steadfastness in different situations.
For an agency or organization to develop strongly, there must be the presence of a leader or manager who is always proactive, ambitious, visionary, knows how to respect individuals, knows how to encourage and motivate subordinates, knows how to care for and look after employees, for the common good. In particular, today's leaders and managers must be bold in making breakthroughs, dare to take responsibility, dare to face challenges.
The document of the 13th National Congress of Delegates clearly stated: "Focus on building a contingent of cadres and civil servants with sufficient qualities, capacity, prestige, serving the people and the development of the country...". In Conclusion No. 14-KL/TW dated September 22, 2021 on the policy of encouraging and protecting dynamic and creative cadres for the common good, the Politburo requested: Create unity within the Party and consensus in society on the policy of encouraging and protecting dynamic and creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good; strongly arouse the sense of responsibility, aspiration to contribute, the spirit of innovation, wholeheartedly serving the people of the cadre team...
Accordingly, it is necessary to focus on implementing well a number of key issues such as: Completing the system of legal documents on the operation of the State administrative system, on public service activities, towards professionalism, impartiality, serving the people. Raising awareness of public service responsibilities, promoting the active role of the team of leaders and managers in self-training political qualities, ethics and improving the quality of training and fostering leaders and managers. Strengthening the inspection and supervision of the implementation of public service ethics rules, implementing public service values, assigning responsibilities to the personnel organization department, or inspection and supervision groups in the implementation of public service. Regulations on the responsibilities and roles of leaders in implementing innovation, creativity, daring to think, daring to speak, daring to do, daring to take responsibility for the common interests of the unit and organization.
