According to information from the Taiwan Meteorological Administration (CWA), early on the morning of November 4, a tropical depression formed off the coast of the Philippines after typhoon Kong-rey developed into a new storm, named Yinxing.

At 8 a.m. local time, Typhoon Yinxing was approximately 1,730 km southeast of Cape Ngawan, the southernmost point of Taiwan. The storm was moving west-northwest at a speed of 32 km/h, with maximum winds of 83 km/h, and the strongest winds near the storm's center were 108 km/h.

According to CWA meteorologist Huang Enhong, the storm is not expected to hit Taiwan with its current trajectory. However, CWA will have a more accurate forecast on November 6, when Yinxing is likely to change direction.

Independent meteorologist Ngo Duc Vinh noted that the CWA's forecast track shows Typhoon Yinxing moving northwest over the next three days, possibly slowing down as it reaches the southeastern waters of Taiwan.

Mr. Vinh added: Based on the latest European simulation model, the path of Typhoon Yinxing is currently uncertain. The storm may move west, sweep across the main island of Luzon in the Philippines and then into the East Sea; it may also turn southeast.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) also reported that Typhoon Yinxing entered the country's meteorological area of responsibility at 4 a.m. local time, 935 kilometers east of eastern Visayas. The storm is expected to bring rain to northern and eastern Luzon from November 5. According to an update at 11 a.m. local time, PAGASA forecasts the storm to move west-northwest from now until November 5, then continue westward, passing over northernmost Luzon. The agency said the storm could strengthen into a super typhoon by November 6.
