Explaining to the National Assembly about the issue of 'interest groups' printing textbooks, Minister of Education and Training Nguyen Kim Son said that a few people involved had been arrested.
On the afternoon of November 4, at the socio-economic discussion session, Minister of Education and Training Nguyen Kim Son explained and clarified a number of issues raised by delegates.
Regarding the opinions of delegates expressing concerns about the printing and distribution of textbooks with vested interests, Minister Nguyen Kim Son said that in the past few years, the education sector has rectified many of these issues.

"A number of individuals involved have been prosecuted and detained for investigation. I hope delegates will clarify which groups are pursuing illegal interests and where these groups are so that we can coordinate with the Ministry of Public Security and the Procuracy to arrest more," said Minister Nguyen Kim Son.

Regarding the removal of difficulties for vocational education and continuing education centers after the merger, Mr. Son admitted that this is a difficult problem and real obstacles.
According to Mr. Son, currently the whole country has 92 centers under the management of the Department of Education and Training, 526 centers under the management of the Department of Labor, War Invalids and Social Affairs or the People's Committees of districts, towns.
Mr. Son said that the issue of management and operation subjects is currently very diverse. In the regulatory documents, there is Circular 39 regulating the organization and operation regulations of Vocational Education Centers - Continuing Education and the Law on Education stipulates the management functions and tasks.

Delegates believe that the cause of the above problem is due to difficulties in determining copyright, price appraisal and bidding for printing and distribution.
Delegate Luyen said that this content was pointed out by the National Assembly Standing Committee's Supervisory Delegation in 2019 and has not been resolved yet.
According to the delegate, to remove difficulties in printing and distributing educational materials, localities need a simple process for implementation. If we continue to apply the regulations of the system of laws, decrees, and circulars, we will not be able to remove the obstacles related to this content for many years to come.
