Determined not to let the border area become a "land" of crime, Binh Giang District Police (Hai Duong) have been stepping up preventive measures and fighting to bring a peaceful life to the people.

Take advantage of the location

Binh Giang district borders An Thi district and My Hao town (Hung Yen). Recently, many criminals from these localities have taken advantage of the border area and favorable traffic conditions to commit crimes in Binh Giang district. Many of these criminals are thugs and reckless, mainly focusing on some forms of crime such as disturbing public order, drug trafficking, property theft, etc.

On the night of March 10, 2023, two groups of young people from the same province of Hung Yen made an appointment to go to Toan Gia 1 urban area in Ke Sat town to fight. One group was led by Nguyen Van Khai (born in 2000, residing in Duong Quang commune), the other group was led by Bui Tuan Anh (born in 2002, residing in Hung Long commune, My Hao town). Both groups had a total of 32 participants from many districts and towns of Hung Yen province. Notably, 8 of them were under 16 years old. The subjects rode motorbikes, carried dangerous weapons, and chased each other to fight, causing insecurity, disorder, and danger to passersby. At around 10:00 p.m. the same day, Task Force 151 of Binh Giang District Police patrolled and controlled and promptly detected and prevented the incident.

Recently, the District Police have taken the lead and coordinated in promoting preventive measures and combating drug dealers who are locals, especially in Ke Sat town. Captain Pham Hoang Duong, Head of the Economic and Drug Police (Binh Giang District Police) said: "These mobile operators sometimes sell drugs in Hung Yen province to addicts in Binh Giang district, causing social insecurity and difficulties in the fight."

According to the synthesis of Binh Giang District Police, from the beginning of 2023 to November 10, 2023, the unit prosecuted 46 drug cases with 72 defendants, of which 13 cases with 22 defendants were from Hung Yen, accounting for nearly 28% of the number of cases.

Resolute suppression

Faced with the complicated crime situation in border areas, Hai Duong Provincial Police have directed Binh Giang District Police to synchronously deploy preventive and combat measures.

In order to improve the effectiveness of preventing and handling law violations and crimes related to border areas, under the direction of Hai Duong Provincial Police and Hung Yen Provincial Police, on October 17, Binh Giang District Police signed a plan to coordinate to ensure security and order with An Thi District Police and My Hao Town Police.

Implementing the coordination plan, local police agencies maintain specialized activities in each specialized team, between police in neighboring communes. Specialized teams of Binh Giang District Police and An Thi District Police, My Hao Town regularly exchange information on subjects under professional management; agree to coordinate inter-patrol.

"Working Group 151 of the District Police and the police of the communes of Binh Giang District regularly patrol and control the national highways, inter-district and inter-commune roads to close the area. When necessary, the District Police coordinate with other units to patrol together to promptly handle arising situations," informed Lieutenant Colonel Hoang Van Khai, Captain of the Criminal Police of Binh Giang District Police.

Implementing the coordination plan, Binh Giang District Police and other provincial police agencies have clarified 3 cases involving 6 subjects, all from Hung Yen, involved in the illegal purchase and storage of drugs. A typical case was at 8:45 p.m. on October 21, at Provincial Road 392 in My Cau Village, Tan Hong Commune, Binh Giang District Police caught Truong Cong Duy (born in 1998, residing in Minh Duc Ward, My Hao Town) red-handed hiding a bag of methamphetamine to sell for profit. Expanding the investigation, Binh Giang District Police coordinated with My Hao Town Police to clarify and arrest Nguyen Ba Duy (born in 1996), Pham Duc Manh (born in 1998, both residing in Minh Duc Ward, My Hao Town) for their involvement in the drug trafficking case.

Along with professional measures, Binh Giang District Police coordinated with all levels, sectors, and organizations of neighboring communes to actively propagate and mobilize people to raise their awareness of vigilance, prevention, combat, and denunciation of crimes. "Implementing the coordination plan, security and order in the area have changed positively. Previously, petty theft in the area occasionally occurred, but now it has almost disappeared. Local people feel more secure in doing business and living," said Mr. Pham Xuan Hoi, Chairman of Thai Duong Commune People's Committee (Binh Giang).

Preventing and combating law violations and crimes in border areas is one of the important tasks for Binh Giang District Police to successfully build a model of security and order.
