The secret that helps Quang Ninh keep the PCI "throne" for 6 consecutive years

According to the PCI 2022 report, Quang Ninh ranked first with 72.95 points on a 100-point scale. This is the result of efforts in administrative reform (AR) and improving the business investment environment.

Currently, Quang Ninh has reduced 45-60% of the time to handle administrative procedures compared to regulations, some procedures have been reduced by over 70%. The process of handling administrative procedures in the province is implemented according to the "5 on-site" principle, meaning the steps of receiving, appraising, approving, stamping and returning results are completed right at the Public Administration Center. The province is moving towards handling administrative procedures according to "5 steps in the electronic environment".

To date, the Provincial Public Administration Service Center has provided 1,366 administrative procedures (100%) on the Provincial Public Service Portal, of which 902 administrative procedures are provided with full online public services (72.5%).

The efficiency of administrative procedure settlement of the province was positively evaluated by enterprises in the PCI survey with 93% of opinions assessing that "state officials handle work effectively" and 91% of opinions agreeing that "the time to carry out administrative procedures is shorter than prescribed".

Thanks to actively improving the business environment, Quang Ninh is a bright spot in the country, maintaining double-digit growth for 7 consecutive years (2016-2022).

In 2022, the province will complete and exceed 13/13 economic, social and environmental targets; GRDP and State budget revenue are among the leading localities in the country. The province ranks 3rd in the Top 10 localities attracting the most foreign direct investment capital in the country with a total capital of 2.186 billion USD.

Cultural, social and human development, care and social security have received more attention, especially in mountainous, border, island and ethnic minority areas; 100% of commune and district-level localities and Quang Ninh province have basically completed the task of building new rural areas...

The secret to maintaining Quang Ninh's PCI "throne"

More than 10 years ago, Quang Ninh ranked 58th in the Provincial Competitiveness Index. In 2016, the province achieved 2nd place in the ranking, then rose to the top in 2017 and has maintained the top position continuously since then.

To do this, in recent times, the Quang Ninh government has always maintained a proactive, resolute and innovative spirit in its direction and administration, especially in implementing Resolution No. 05 of the Provincial Party Committee on promoting administrative reform, improving the investment and business environment, and enhancing provincial competitiveness in the 2021-2025 period, with a vision to 2030.

The province has pioneered in establishing and effectively operating public administrative service centers from the provincial to district levels and modern reception and result delivery departments at the commune level; making efforts to review, reduce, simplify, publicize and make transparent administrative procedures to build a government that truly serves the people and businesses.

With the motto “gaining the trust of enterprises is difficult, maintaining, nurturing and further enhancing the trust that already exists is even more difficult”, Quang Ninh has implemented many practical solutions. The province has taken the lead in piloting the establishment of a specialized investment promotion and support agency with the task of calling for, supporting, consulting, creating the most favorable conditions and resolving investment procedures for enterprises as quickly as possible. Many policies to support enterprises have been issued promptly, helping enterprises overcome difficulties and operate production and business effectively.

The models of the Provincial Economic Zone Management Board, Van Don Economic Zone Management Board, Investment Promotion and Support Board (IPA), along with the active support of special working groups such as: Investor Care, Working Group to support some key projects of the province, Korea Desk Quang Ninh... always promote the role of accompanying businesses.

Quang Ninh also boldly empowers the investor and business community to "measure" and evaluate objectively and independently through questionnaires and surveys of the level of trust in the grassroots administrative apparatus such as: Quang Ninh District Competitiveness Index (DDCI) and the Public Administration Reform Index (PAR Index), the Index measuring the satisfaction of people and organizations with the service of state administrative agencies (SIPAS), the District Governance Performance Index (DGI) and the Index assessing the level and ranking of e-government (ICT) of departments, branches, sectors, and vertical agencies of the Central Government located in the area and the People's Committees of districts, towns and cities.

The province has taken a series of creative and breakthrough steps in mobilizing investment resources in the form of public-private partnership (PPP) with the motto "Using public investment to lead private investment"; arranging and reorganizing the apparatus and political system to be streamlined, operating effectively and efficiently; training high-quality human resources to meet the requirements of the development process...
