The Department of Planning and Investment is responsible for receiving the opinions of delegates at the meeting, advising the Provincial People's Committee on a plan to improve provincial competitiveness. Emphasizing the commitment of the heads of government, heads of departments and branches in improving the investment environment. The content of the plan must closely follow Resolution 08-NQ/TU dated August 19, 2021 of the Provincial Party Committee on strongly improving the investment and business environment, enhancing provincial competitiveness in the period 2021-2025 and Action Plan No. 300/KH-UBND dated January 28, 2022 of the Provincial People's Committee to implement Resolution 08.

In 2022, Hai Duong's provincial competitiveness index (PCI) reached 65.22 points, down 2.43 points compared to 2021. The province's PCI ranking was 32nd in the country and 9th in the Red River Delta. Of the 10 component indices, 1 index increased in score, which was market entry, while the remaining 9 indexes decreased in score.

According to the assessment of the Department of Planning and Investment, the PCI results reflect some positive results in the province's investment environment. That is, administrative reform, especially administrative procedure reform, continues to have changes, contributing to facilitating businesses to enter the market. Some information and documents are transparent by state agencies, creating favorable conditions for businesses to access. Authorities at all levels, departments and branches have made many efforts in implementing measures to support businesses. The province's investment and business environment is basically stable. However, improving competitiveness and improving the province's investment environment is facing some difficulties and challenges. That is, most of the component indicators have decreased in points, especially the indicators with large weights such as labor training, fair competition, informal costs, etc. have decreased in points compared to the general decrease of the whole country. The quality of business support services is not high, land access is still a major bottleneck. The implementation of policies to support businesses by state agencies is still limited and ineffective. Some difficulties and problems of businesses are still slow to be resolved.
