In 2022, the People's Committee of Chi Lang Bac commune coordinated with the Standing Committee of the Fatherland Front Committee of the commune and mass organizations to sign a coordination program to improve the quality of administrative reform work in the area. This is also the only locality in Thanh Mien district to sign this coordination program. Accordingly, leaders of the Party Committee, People's Council, People's Committee of the commune and departments, branches and mass organizations must directly go to the "one-stop" department to work and support people in carrying out administrative procedures. Difficulties and problems will be summarized and reported in the thematic meeting held periodically every week. Any delay in handling work must be specifically explained to the leaders of the People's Committee of the commune. According to Chairman of the People's Committee of Chi Lang Bac Commune, Doan Minh Duc, in many localities, the Vice Chairman of the People's Committee will be in charge of and operate the "one-stop shop" department. However, Chi Lang Bac Commune requires all key officials to do this work and assigns responsibility to each comrade. Every day, there will be 2 key officials on duty at the "one-stop shop" department to support people. The Commune also does not integrate the thematic meeting on administrative reform into other meetings but organizes it separately. This approach will help the commune leaders focus on assessing the difficulties and obstacles in the direction and operation work, thereby drawing experience and having appropriate solutions to improve the effectiveness of administrative reform.
With the determination to make a breakthrough and increase the administrative reform index, Chi Lang Bac has proactively developed a plan to overcome limitations; focusing on criteria and component indexes that have lost points. At the same time, clarifying the responsibilities of each department and professional staff in performing tasks. Every year, Chi Lang Bac commune organizes or registers for staff and civil servants to participate in training courses to improve their professional skills. Mr. Nguyen Van Thuan, a Justice - Civil Status officer of the commune, said: "In the scoring of the administrative reform index, the sociological survey score accounts for 30% of the total score. Therefore, we pay special attention to people's satisfaction with state agencies in handling records. Thanks to that, over the years, Chi Lang Bac has always maintained a high ranking in the district's administrative reform index."
Investment interest
2023 is the third consecutive year that Chi Lang Bac commune has led the communes and towns of Thanh Mien district in terms of administrative reform index. To achieve the above results, this locality has focused on investing in facilities, machinery and equipment for administrative reform work. From 2021 to 2023, Chi Lang Bac commune has invested over 250 million VND to renovate the "one-stop" department. Including 5 computers, scanners, printers, surveillance cameras and separate internet lines. 100% of the officers and civil servants at the "one-stop" department have university degrees, expertise appropriate to the job position, and are proficient in using the interconnected one-stop software.
"Chi Lang Bac commune has the biggest advantage of having a team of young, eager-to-learn, enthusiastic and passionate cadres. Therefore, access to information technology is quite convenient, helping the "one-stop" department operate effectively and actively. Every year, the locality always prioritizes resources for training cadres and upgrading the information technology system to serve the people," said Mr. Duc.
In 2024, Chi Lang Bac will continue to promote propaganda activities to familiarize people with online public services at levels 3 and 4. Enhance the responsibility of officials and civil servants of the "one-stop" department by making the most of the information technology equipment that has been invested in for professional services. Thanks to that, since the beginning of the year, Chi Lang Bac commune has received and processed about 1,000 administrative procedure files, of which over 900 files were received online. The total number of files processed before the deadline reached 99.9% and 0.1% of files were processed on time.
"I and most of the people in the commune are very satisfied every time we come to the People's Committee to handle administrative procedures because the service attitude of the officials and civil servants here is very enthusiastic, polite and friendly. All difficulties and problems with procedures and documents are quickly guided by the one-stop department staff", said Ms. Nguyen Thi Thu Thao in Phuong Khe village.
To maintain its leading position in the district-level administrative reform index, Chi Lang Bac commune is continuing to synchronously deploy many solutions to create new breakthroughs in 2024. This locality strives for the overall index in administrative reform to reach over 90% in the following years to successfully complete its tasks.
