Expected to create a highlight at the eastern gateway of Hai Duong City, but for more than 10 years, Ngoc Chau Trade and Service Complex remains unfinished.
Half-hearted implementation
The investment project to build Ngoc Chau amusement park of BNQ Joint Stock Company was approved by the Provincial People's Committee in 2006. The project's objective is to build an amusement park, restaurant, motel, and conference hall. The project uses about 8.3 hectares of land in Ngoc Chau ward with a total investment of more than 52 billion VND. The project implementation progress is from 2006 to 2009. After being approved for investment, the investor completed the procedures for compensation, site clearance, land and leveling.
In 2010, BNQ Joint Stock Company reorganized, changed shareholders and changed its name to HOANA-Hai Duong Real Estate and Trade Development Investment Joint Stock Company (abbreviated as HOAANA-Hai Duong Company). The investor prepared a proposal to adjust the project and was approved by the Provincial People's Committee, granting an investment certificate at the end of November 2010. During the implementation of phase I, to suit actual needs, the investor prepared an adjustment dossier and was approved for adjustment in early April 2011. Accordingly, the project name is Ngoc Chau Trade and Service Complex.
The goal of Ngoc Chau Trade and Service Complex is to build a 2-storey type I supermarket with a total floor area of 10,200 m2.2, trading over 22,000 items. Building a showroom to display and introduce automobiles, motorbikes, electronics, and refrigeration products of about 2,000 m2. Build a 3-star hotel, 7 floors with 250 rooms. Build a 3-storey restaurant with a floor area of 2,500 m2and entertainment area including 1 swimming pool, 2 international standard tennis courts, souvenir stalls, green campus serving 30,000-50,000 visitors/year. The land area used is nearly 8 hectares, at the location approved since 2006 but due to changes in administrative boundaries, the time of adjustment is in Nhi Chau ward. The total investment capital is about 287 billion VND, the implementation progress is 48 months from the date of approval of project adjustment. Phase I will be implemented in 28 months, building and putting into use the supermarket, parking lot and auxiliary items. Phase II is the next time to build the remaining works of the project. In 2012, the investor completed and put into operation the items of phase I and part of phase II works is the showroom, introducing products.
During the preparation process to complete and put the supermarket into operation, due to financial difficulties, HOANA-Hai Duong Company leased the entire supermarket premises and related ancillary works with a total area of 3 hectares to Viet Nhat Real Estate Joint Stock Company for business purposes. The lease term is until 2057, equal to the time the province leased the land to HOANA-Hai Duong Company.
On December 31, 2019, the General Department of Land Administration (Ministry of Natural Resources and Environment) issued an inspection conclusion stating land violations by enterprises at the project, requesting the People's Committee of Hai Duong province to consider reclaiming the land area for the construction of hotels, restaurants, and green parks that the investor has not yet implemented.
Continue to request adjustment
After the inspection conclusion of the General Department of Land Administration, in early 2020, HOANA-Hai Duong Company continued to propose project adjustments and committed to putting the entire project into operation in the first quarter of 2025.
In response to the proposal of HOANA-Hai Duong Company, the People's Committee of Hai Duong City recommended that the province consider and evaluate the feasibility and effectiveness of the project, the implementation of policies and the commitment to the implementation schedule before approving the adjustment. The People's Committee of Hai Duong City believes that the planning adjustment plan proposed by this company is not suitable, it is necessary to take into account the location of the eastern gateway of the city, close to National Highway 5, so it is necessary to study the construction of high-rise block-shaped buildings, limit the construction of warehouses and kiosks. It is necessary to increase the density of trees and parks to create highlights. The Department of Natural Resources and Environment also pointed out the proposed adjustment in accordance with the purpose of land use that has been leased by the Provincial People's Committee, in accordance with the general planning of Hai Duong City, but not in accordance with the land use planning until 2030 of the city. The Departments of Construction, Finance, Transport and the Provincial Tax Department also participated in the appraisal, suggesting to evaluate the proposed adjustment contents for suitability...
According to the Department of Planning and Investment, the contents proposed by the investor for basic adjustments are necessary and appropriate to the actual situation. Furthermore, the proposed land area for recovery is located in an interstitial location, making it difficult to attract new investors...
In my opinion, the issue of concern with this project is to use land effectively, exploit the gateway advantage to the fullest and create a highlight for a type I urban area. In particular, if the proposed adjustment is approved, the project must be implemented to ensure progress.
HOANA-Hai Duong Company proposed to adjust the supermarket business target to leasing supermarkets and related infrastructure. From hotel, restaurant, and entertainment business with the above scale to an 8-storey service building, each floor area is 1,250 m2.2to operate coffee, hotel and restaurant services. Maintain the goal of building a product showroom but increase the area from 2,000 to nearly 7,600 m2. Adding motor vehicle inspection services including 2 production lines, with a scale of 15,000 motor vehicles/year... Total investment capital for project implementation increased from 287 to nearly 316 billion VND.
