On the morning of November 25, the Standing Committee of Hai Duong Provincial People's Council worked with the Provincial People's Committee on the results of implementing land use plans of enterprises after investment approval and land management and use of enterprises after equitization.

Receiving the opinions and recommendations of the monitoring delegation, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Trieu The Hung agreed with the initial results of the Thematic Monitoring Delegation of the Standing Committee of the Provincial People's Council and said that the results of implementing the province's land use plan in recent years have not been high due to obstacles from objective and subjective reasons; the number of projects that have not yet handed over land from the previous term to this term is large, with complicated and difficult-to-handle issues remaining.

The Provincial People's Committee assigned the responsibility of the heads of relevant departments and branches to urgently review and classify the backlog of projects and develop specific and specific solutions for each group of issues raised by the Supervisory Team. In addition, it is necessary to inspect the actual implementation of projects, especially projects that have been handed over land but have not been implemented, implemented for the wrong purpose, behind schedule, or stopped. Chairman of the Provincial People's Committee Trieu The Hung requested the Supervisory Delegation to recommend the Central Government to amend, adjust and supplement to resolve difficulties and inadequacies in policies and legal regulations related to enterprise equitization and land use.

Concluding the meeting, Ms. Nguyen Thi Ngoc Bich, Standing Vice Chairwoman of the Provincial People's Council, acknowledged and assessed that the state management of investment projects and the quality of project appraisal had positive changes compared to the previous period. The work of planning and land use planning has gradually become routine, and a number of enterprises have performed well, contributing to the local socio-economic development. The process of equitization of enterprises has basically complied with regulations.

Vice Chairwoman of the Provincial People's Council Nguyen Thi Ngoc Bich also emphasized some limitations in the implementation of land use plans of enterprises after investment approval and the management and use of land by enterprises after equitization, such as the province's project approval structure is not reasonable because residential and urban projects occupy large areas. Meanwhile, many projects have been suspended or delayed and have not been implemented. Enterprises after equitization do not use "golden" land for the right purpose, causing consequences for the landscape, environment, and wasting resources...

Agreeing with the Chairman of the Provincial People's Committee, Ms. Nguyen Thi Ngoc Bich proposed to resolutely withdraw projects that are behind schedule and cause waste, prioritize attracting large-scale projects, and create resources for regional economic development. In the immediate future, the province needs to consider withdrawing a number of projects that have been behind schedule for many years, have been adjusted many times but have not been implemented, causing public outrage, such as the Processing Factory Project, the export vegetable and fruit warehouse of Vinamit Joint Stock Company... At the same time, the Provincial People's Committee needs to pay attention to and allocate funds to upgrade and complete the land database, build a land records system in the province, strongly apply information technology in statistics, store land data, and improve the quality of project appraisal. The tax sector needs to inspect the implementation of tax obligations of enterprises, especially in projects that are behind schedule.

Previously, the Standing Committee of the Provincial People's Council established 2 monitoring delegations led by 2 Vice Chairmen of the Provincial People's Council, conducting direct monitoring at 4 district-level People's Committees and surveying 12 projects in the province. According to the monitoring results, in the period of 2016-2022, the province attracted 815 investment projects with a total land area according to investment decisions of more than 5,102 hectares, including 75 residential and urban area projects (accounting for 63.5% of the area), the rest are investment projects in production and business outside industrial parks.

To date, 289 projects have not been handed over land and 54 projects have not been implemented or have only been partially implemented. Many projects have had to be suspended, delayed and adjusted many times but have not been implemented, causing waste of land resources, especially in prime locations with business advantages. The situation of complaints against slow-progressing enterprises occurs frequently and complicatedly.

After equitization, many enterprises operated inefficiently, the quality of appraisal and approval of land use plans was limited. The management and use of land in these enterprises was still inadequate, not in compliance with regulations and approved plans. 16 enterprises had not implemented or completed land lease procedures; 2 enterprises had not fully used the leased area, leaving it fallow; 17 enterprises did not have a specific production and business plan but subleased land not in accordance with the approved plan; 6 enterprises arbitrarily changed the purpose from production and business land to residential land combined with business.
