Ensuring disbursement progress and quality of public investment transport projects

On the morning of December 5, comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Hai Duong Provincial Party Committee inspected 4 transport projects using public investment capital in the area. Accompanying him were comrades of the Standing Committee of the Provincial Party Committee: Nguyen Thi Ngoc Bich, Permanent Vice Chairwoman of the Provincial People's Council; Luu Van Ban, Permanent Vice Chairman of the Provincial People's Committee and leaders of a number of relevant departments, branches and sectors.

The four inspected traffic projects are the East-West axis road; the North-South axis road (Thanh Mien district) phase I; the renovation and upgrading of provincial road 391 from km24+600 to km28+400; the bypass of provincial road 391 through Tu Ky town and Van To commune (Tu Ky).

After inspecting the actual situation of 4 traffic projects, Secretary of the Provincial Party Committee Tran Duc Thang acknowledged and highly appreciated the efforts of the investors and construction units in overcoming difficulties, concentrating human resources and machinery, speeding up construction progress to ensure the disbursement rate of over 95% according to the set target. The Secretary of the Provincial Party Committee noted that along with urgently completing the volume of traffic works in a short time, the quality of the project must be ensured. Localities quickly cleared the remaining areas, promptly handed over the clean site to the construction contractor. The Provincial Construction Investment Project Management Board closely coordinated with relevant departments, branches and localities to remove difficulties and obstacles during the construction process. Regularly update the construction progress, disbursement progress, and report to the Provincial People's Committee for timely handling.

On this occasion, on behalf of the Provincial Party Committee, People's Council, and People's Committee, Secretary of the Provincial Party Committee Tran Duc Thang presented gifts to encourage contractors constructing four important traffic projects of the province. The Secretary of the Provincial Party Committee requested the construction units to concentrate highly in the final stage of the year, ensuring the construction progress and capital disbursement of the project.

According to the Provincial Construction Investment Management Board, the East-West Axis Road Construction Investment Project has basically completed the roadbed, and is constructing the crushed stone foundation and asphalt concrete road surface. It is expected that by the end of 2023, 33/36 km of asphalt concrete will be completed. The remaining volume is some short sections of the embankment bridgehead that need to treat weak soil. By the end of December 31, 100% of the capital allocated for 2023, which is more than 648 billion VND, will be disbursed.

The Thanh Mien District North-South Road Construction Project (Phase I) has so far disbursed 83% of the capital plan, and is expected to complete disbursement of nearly VND 216 billion this year. The construction unit strives to complete the project in November 2024, 2 months ahead of the signed contract.

The project to renovate and upgrade provincial road 391 from km24+600 to km28+400 will be funded in 2023 with over 100 billion VND. By the end of 2023, the disbursement value of construction and site clearance costs will be completed.

To date, the project to bypass provincial road 391 through Tu Ky town and Van To commune (Tu Ky) has disbursed more than 59 billion VND, reaching more than 80% of the capital plan. The project will ensure 100% capital disbursement in 2023 and is expected to be completed and put into use in October 2024.
