Hai Duong determined to remove obstacles for traffic projects

In order to create a breakthrough in infrastructure for socio-economic development, Hai Duong has devoted resources to investing in many transportation projects.

Mainly stuck with the site

The project to build the Hanoi - Hai Phong expressway intersection with provincial road 392 in Binh Giang district has a total investment of 321 billion VND sponsored by Hoa Phat Group Joint Stock Company. The starting point of the intersection is at km9+080 of provincial road 392, the end point connects with the Hanoi - Hai Phong expressway at km39+900. Up to now, the overpass section of the expressway has basically completed the construction items. The connecting road section is also being urgently filled with sand, estimated to have reached 80% of the construction volume.

However, this project is still stuck with the construction site at the connection point to Provincial Road 392, which are temporary houses and sloping roofs. Some graves are within the clearance area.

Similarly, the Thanh Mien District North-South Road Construction Investment Project is also facing land clearance issues. To date, the project has completed site clearance for approximately 5.71 km out of a total of 6.06 km. The scope of the site clearance area at the intersection of Provincial Road 392 in Binh Giang District, which involves 35 households in the traffic corridor, has not yet been completed. Thanh Mien District still has 3.5 km of untransferred land in the communes of Doan Tung, Thanh Tung, and Hong Quang.

The project to renovate and upgrade provincial road 390 from Hop Thanh bridge to Quang Thanh bridge (Thanh Ha) is invested by the Provincial Construction Investment Project Management Board, with a total route length of about 5.08 km (including Hop Thanh bridge, about 374 m long). The renovated road section will enhance traffic connectivity in the area, ensure traffic safety and meet the increasing transportation demand from National Highway 5 (Hai Duong) to National Highway 10 (Hai Phong City).

Currently, this project is also stuck at the location of Thanh Quang commune stadium (former Hop Duc commune). This location is being planned as sports land, not yet approved, adjusted to residential land. Based on the review of land origin, according to the report of the commune People's Committee, the District People's Committee has sent a document requesting the province to consider allowing the construction of a resettlement area at the location of Thanh Quang commune stadium. The new location is determined in the plan to adjust land use planning, district construction planning, the District People's Committee is submitting to the competent authority for appraisal. Therefore, it is not yet qualified to implement the next steps.

Where is the problem, there is the solution

Transport projects are important in creating momentum for inter-regional economic development in the province and connecting with other provinces. Therefore, in recent times, provincial leaders have regularly inspected and promptly directed the resolution of difficulties and obstacles in the implementation process. In the spirit of not letting small obstacles affect large projects.

Concluding the working session with the Hai Duong Department of Transport in March, Comrade Tran Duc Thang, member of the Party Central Committee and Secretary of the Provincial Party Committee, emphasized that investment in synchronous and modern transport infrastructure is of great significance to the socio-economic development of the province. The Provincial Party Secretary requested the early implementation of key transport projects included in the medium-term public investment capital for the period 2021-2025.

Recently, on the afternoon of August 24, Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the progress of a number of key traffic projects in the two districts of Binh Giang and Thanh Mien. He requested the People's Committee of Binh Giang district to coordinate with the investor to focus on solutions to remove obstacles related to the Interchange Project connecting Provincial Road 392 (Binh Giang district) with the Hanoi - Hai Phong expressway.

Immediately after receiving instructions from the provincial People's Committee, Binh Giang district worked with the investor to discuss a solution, and at the same time mobilized households to relocate to meet the construction site. The households involved committed to voluntarily dismantle temporary houses and sloping roofs within the project scope. Up to now, the project's problems have been basically resolved.

At the Thanh Mien District North-South Road Construction Investment Project, after inspection, the provincial People's Committee leaders requested Thanh Mien and Binh Giang districts to urgently complete site clearance work to start construction. For resettled households, it is necessary to develop a resettlement plan and report to the provincial People's Committee... Currently, localities are actively implementing according to the direction of the provincial leaders.

Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee worked with Thanh Ha district to resolve difficulties and obstacles in site clearance, public investment, land, and planning.

According to the Provincial Construction Investment Project Management Board, the difficulties and obstacles in the preparation and implementation of traffic projects have been directed by the provincial leaders to be resolved. Departments, branches and localities have closely coordinated in the process of resolving the obstacles. Thanks to that, the implementation of the projects has basically been ensured according to the set plan.

According to the report of the Department of Transport, in the period of 2023-2025, there will be 4 cooperative traffic connection projects between Hai Duong and other provinces, including the construction of Dong Viet bridge connecting with Bac Giang province, Kenh Vang bridge connecting with Bac Ninh province, Hai Hung bridge connecting with Hung Yen province; An Dong bridge (Luoc river overpass) connecting with Thai Binh province.
According to the medium-term public investment plan for the 2021-2025 period, the whole province will implement projects to build and upgrade routes connecting the province's inner regions with national external traffic axes, including 24 projects with a total length of 124 km.
In the 2021-2025 period, the province assigned the district-level People's Committees to implement 21 key traffic projects and works with a length of 140 km and 10 overpasses, with a minimum scale of a grade III road, and an investment cost of more than VND 17,656 billion.
