Issuing a list of public service units under the Ministry of Construction

According to the Decision, public service units under the Ministry of Construction include: Institute of Construction Science and Technology; Institute of Construction Materials; Institute of Construction Economics; National Institute of Urban and Rural Planning; National Institute of Architecture; Hanoi University of Architecture; Ho Chi Minh City University of Architecture; Central University of Construction; Western University of Construction; Construction Publishing House; Specialized Construction Investment Project Management Board - Ministry of Construction.

Reorganize some public service units

The Decision also clearly states the reorganization of a number of public service units under the Ministry of Construction as follows:

Transfer the following public service units under the Ministry of Construction to the Ministry of Labor, War Invalids and Social Affairs for management:

College of Construction No. 1; Ho Chi Minh City College of Construction; College of Urban Construction; Nam Dinh College of Construction; Vietnam-Soviet Vocational College No. 1; Lilama 2 International College of Technology; College of Construction Mechanics; Construction Vocational College; Hanoi College of Technology and Vocational Training; Construction Mechanics Vocational College.

Transfer the following public service units under the Ministry of Construction to local authorities (where the public service units are headquartered) for management:

Hai Phong Technical and Vocational College was transferred to the People's Committee of Hai Phong city for management; Lilama I Vocational College was transferred to the People's Committee of Ninh Binh province for management; Vinh Technical and Vocational College was transferred to the People's Committee of Nghe An province for management; Song Da Vocational College was transferred to the People's Committee of Hoa Binh province for management; Song Hong Technical and Vocational College was transferred to the People's Committee of Phu Tho province for management;

Viet Tri Construction Hospital was transferred to the People's Committee of Phu Tho province for management; Do Son Rehabilitation - Occupational Disease Treatment Center was transferred to the People's Committee of Hai Phong city for management; Sam Son Nursing - Rehabilitation Center was transferred to the People's Committee of Thanh Hoa province for management; Cua Lo Nursing - Rehabilitation Center was transferred to the People's Committee of Nghe An province for management; Southern Construction Nursing - Rehabilitation Center was transferred to the People's Committee of Ba Ria - Vung Tau province for management.

At the same time, merge the Southern Institute of Construction Planning into the National Institute of Urban and Rural Planning.

Decision requiring completion of merger, transfer, and acceptance of public service units under the Ministry of Construction before June 30, 2024...

The Ministry of Construction shall preside over and coordinate with the Ministry of Finance, the Ministry of Home Affairs, the Ministry of Health, the Ministry of Planning and Investment, the Ministry of Labor, War Invalids and Social Affairs, the People's Committees of provinces and centrally run cities (where the headquarters of public service units are located) and relevant agencies to transfer the status quo of public service units under the Ministry of Construction to the Ministry of Labor, War Invalids and Social Affairs and localities for management in accordance with the provisions of law.

The Ministry of Finance shall coordinate with the Ministry of Construction, People's Committees of provinces and centrally run cities (where public service units are headquartered) and relevant agencies to transfer assets of transferred public service units in accordance with the law on management and use of public assets.

The Ministry of Home Affairs shall coordinate with the Ministry of Construction, People's Committees of provinces and centrally run cities (where public service units are headquartered) and relevant agencies to transfer the staff of transferred public service units in accordance with the provisions of law.

The Ministry of Labor, War Invalids and Social Affairs and the People's Committees of provinces and centrally run cities (where the headquarters of public service units are located) shall receive the original state of the public service units under the Ministry of Construction transferred to the Ministry of Labor, War Invalids and Social Affairs and localities for management according to regulations; coordinate with the Ministry of Construction, the Ministry of Home Affairs, and the Ministry of Finance to transfer staff, hand over finances, assets, and headquarters of the public service units transferred for management according to regulations and review, rearrange, and arrange the use of houses, land, and other assets according to standards, norms, and regimes prescribed by law.

This Decision takes effect from August 25, 2023, replacing Decision No. 359/QD-TTg dated April 2, 2019 of the Prime Minister promulgating the list of public service units under the Ministry of Construction.
