Currently, administrative procedure settlement is carried out at two levels: full online public services and partial online public services.

Using online public services to resolve administrative procedures brings many practical benefits to both citizens and state agencies.
2 levels of online public servicesOn June 24, 2022, the Government issued Decree No. 42/2022/ND-CP on the provision of information and online public services by state agencies in the network environment, replacing Decree No. 43/2011/ND-CP dated June 13, 2011 regulating the provision of information and online public services on the electronic information pages or electronic information portals of state agencies.
According to Clause 1, Article 11 of Decree 42, from August 15, 2022, state agencies will provide online public services at two levels: full-process online public services and partial online public services. Full-process online public services are services that ensure the provision of all information on administrative procedures, the implementation and settlement of administrative procedures are carried out online. The return of results is carried out online or via public postal services. Partial online public services are online public services that do not ensure the conditions of full-process online public services.
Ms. Nguyen Thi Tham, Department of Information and Communications of the province, said that previously, according to Clause 4, Article 3 of Decree No. 43/2011/ND-CP, online public services included 4 levels (1, 2, 3 and 4). Level 4 is the highest, requiring users to pay fees (if any) online; results can be returned online, sent directly or by post to users. As for the full-process online public service, the process of receiving, processing records, and paying fees (if any) will be completely carried out online and the results will be processed online or via public postal services. Thus, the full-process online public service is different from the previous level 4 online public service, which is to return results of administrative procedure processing online or via public postal services.
More than 22% of applications are processed online throughout the process.With the advantages of reducing time and travel costs, increasing the openness and transparency of administrative procedures, and transacting 24 hours a day anywhere with an internet connection, online public services are being promoted by all levels, sectors, and localities to support people to implement.
Currently, the Department of Industry and Trade of the province has 27 administrative procedures that are eligible to provide the entire process. Many administrative procedures have been and are being processed. Dien May Xanh Joint Stock Company headquartered in Ho Chi Minh City needs to complete the procedure to notify promotional activities in Hai Duong. Normally, in the past, the company representative had to go directly to the Department of Industry and Trade to submit the application, but for more than 3 years now, this has been done by the company through online public services. Most recently, in May 2023, the company submitted an application for online promotion registration via the province's online public service portal. After receiving the application, the Department of Industry and Trade quickly checked and processed it. After 1 day, the company received the results online via the internet.
Mr. Nguyen Trong Nghia (in Tran Hung Dao ward, Hai Duong city) needs to complete the procedures for granting a certificate of eligibility to conduct sports business. Because during office hours, Mr. Nghia still has to go to work, he does not have time to handle it. In the evening, he took the opportunity to find information on the province's online public service portal and follow the steps to submit the application online. It did not take much time, did not have to come in person, did not have to work during office hours, his application was received by the provincial Department of Culture, Sports and Tourism, and a notification was sent to his personal phone number. Mr. Nghia said that submitting the entire application online helps him to do it anywhere, even outside office hours, just like shopping online.

The Department of Information and Communications of the province has issued a document requesting departments and branches to review, evaluate, and restructure administrative procedures, and classify them to provide full-process online public services and partial online public services for administrative procedures under their management. Up to now, 10 out of 18 departments and branches have sent a list of administrative procedure files providing full-process public services and partial online public services to this department. In recent times, localities and units in the province have actively deployed, propagated, and guided people to handle administrative procedures online, especially full-process online public services. Officials and civil servants at the "one-stop" departments at the district and commune levels regularly introduce and guide people to handle full-process online public services. Citizens with smartphones have their citizen identification information, phone number, and address directly taken by officials and civil servants to support account opening and guide them on how to submit documents online. Localities also signed a cooperation agreement with the postal sector to return administrative procedure documents to people... From the beginning of the year to June 12, the whole province received more than 340,000 administrative procedure documents, of which nearly 290,000 were received online, accounting for 85% of the total number of documents received. The number of documents received online increased by about 30% compared to the same period last year. Of the 290,000 applications received online, more than 77,000 were processed at the full process level, accounting for more than 22% of the total number of applications received.
On June 5, the Provincial People's Committee issued Plan 1914/KH-UBND on digital transformation of Hai Duong province in 2023. Hai Duong strives to have 80% of full-process online public services provided on various access devices (including mobile devices) by 2023; 100% of eligible administrative procedures provided online; the satisfaction level of organizations and individuals with the quality of public service provision reaches at least 80%; 30% of online payments on the National Public Service Portal out of the total number of payment transactions of public services; 60% of administrative procedures requiring financial obligations are paid online on the National Public Service Portal; 100% of administrative procedure settlement results are digitized... |
