This session considered and approved four important resolutions.

Speaking at the opening of the session, Comrade Nguyen Thi Ngoc Bich, Member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Council emphasized that in the first 9 months of 2022, our province carried out the socio-economic development plan in the context of the world economic situation with instability and unpredictable developments. The strategic competition between major countries, climate change is increasingly fierce; oil prices fluctuate strongly, input material prices increase, the market is narrowed; the complicated developments of the Covid-19 epidemic in the country have negatively impacted all aspects of life, socio-economic development of the country in general and Hai Duong province in particular. However, with the participation of the entire political system, the efforts of the business community and people in the province, the socio-economic situation in the first 9 months of 2022 of the province achieved many positive results.
The economy has recovered quickly and clearly, growing strongly compared to the same period last year, the total value of agricultural - forestry - fishery production is estimated at 15,601 billion VND, equal to 73.1% of the yearly plan (up 3.5% over the same period). Industrial - construction production continued to maintain high growth momentum in the first 9 months of the year, the total value of industrial - construction production is estimated at 240,806 billion VND, equal to 73.4% of the yearly plan (up 14.4%) over the same period. Trade and service activities recovered quickly with a total value estimated at 33,650 billion VND, equal to 74.1% of the yearly plan (up 8.8% over the same period). Financial - budgetary work has basically met the requirements for implementing the tasks of socio-economic development, national defense - security, and social security policies in the province. State budget revenue is quite high, estimated at 13,996 billion VND, equal to 94% of the year's estimate, up 3% over the same period.
Standing Vice Chairwoman of the Provincial People's Council Nguyen Thi Ngoc Bich emphasized that besides the achieved results, there are still limitations and weaknesses that need to be overcome, such as slow public investment, not meeting the required progress. The procurement of drugs, biological products, medical equipment and supplies is still stuck. The work of establishing the Provincial Planning is behind schedule. The implementation of key traffic infrastructure projects and investment projects at the district level is still confusing during the implementation process. The work of compensation and site clearance of some projects is still stuck and has not been completely resolved. The organization, management and operation of preschool education facilities; the arrangement of public preschools and general schools, the arrangement and recruitment of education sector officials have not met the requirements.
Provincial leaders attended the meeting
The Standing Vice Chairwoman of the Provincial People's Council, Nguyen Thi Ngoc Bich, emphasized that at this session, the Provincial People's Council will consider the investment policy of the Project on Investment in Construction, Renovation, Upgrade and Purchase of Equipment for 12 District Medical Centers and the Project on Upgrading the System of Modern Information Technology Machinery and Equipment for the Tax Sector. This is a project proposed by the Provincial People's Committee to invest in order to complete the facilities and purchase new equipment to improve the medical examination and treatment capacity of the grassroots health system. The decision on the investment policy of the project is of urgent, practical and effective significance to gradually overcome the current situation of deterioration in facilities and equipment of district-level medical facilities in the province in the current period. Also at this session, the Provincial People's Council will consider the decision on the policy of allowing the conversion of the purpose of using rice-growing land to implement projects and works arising in 2022 in the province.
The Standing Vice Chairman of the Provincial People's Council said that during the preparation for the session, after reviewing the Committees of the Provincial People's Council and discussing with the Standing members of the Provincial People's Council, the Standing Committee of the Provincial People's Council decided not to pass the Resolution on tuition fees and the list of fees, fees, revenue and expenditure management mechanisms for services serving and supporting educational activities at public preschools and general education schools in the province. The Provincial People's Committee continues to direct and complete the contents submitted to the Provincial People's Council at the nearest session to promptly improve the quality of educational activities; increase publicity and transparency, overcome the situation of overcharging in schools, and create consensus among the people.
Permanent Vice Chairwoman of the Provincial People's Council Nguyen Thi Ngoc Bich requested delegates to actively study documents, discuss, and contribute many practical ideas so that the People's Council can consider and make correct decisions on these important contents.
