Hai Duong's flood control construction units are racing to complete the progress, ready to prevent flooding during this year's storm season.

Hai Duong’s key flood control projects this year have been implemented and construction units are racing to complete the progress before the rainy season. These projects are mainly concentrated in Chi Linh and Hai Duong City.
WB8 sub-project is about to reach the finish line
These days, the construction atmosphere at the Phu Loi reservoir spillway site, Ben Tam ward (Chi Linh city) is very urgent to complete the proposed progress on time.
Phu Loi Lake (inner Ben Tam Lake) is one of the large lakes in Chi Linh City, serving the irrigation needs of more than 3,500 hectares of cultivated land in Ben Tam Ward and part of Hoang Tan and Cong Hoa Wards (Chi Linh). In recent years, the renovation and upgrading of Phu Loi Lake has always received attention and investment. A typical example is the dam repair and safety improvement sub-project (WB8) in Hai Duong funded by the World Bank, with the Provincial Construction Investment Project Management Board as the investor. The sub-project has a total investment of more than 176.4 billion VND, implemented from 2020, at 11 dams in Chi Linh City including: Phu Loi, Ho Dau (Ben Tam Ward), Nghe Lam, Ben Tam Ngoai (Hoang Tan Ward), Canh Ga, Ho Ven, Ho Go (Le Loi Commune), Chin Thuong, Loc Da, Da Trang (Bac An Commune) and Trai Sen (Van An Ward). In particular, Phu Loi Lake has been repaired with dams, water intakes, roads, management houses, electrical systems, monitoring systems and a new flood spillway. By early June 2023, many items have been basically completed, only the flood spillway is urgently constructing the remaining parts.
Mr. Trinh Minh Tuan, Head of Project Management Department 3, Hai Duong Construction Investment Project Management Board, said that Phu Loi reservoir's flood spillway was solidly built with reinforced concrete, with 9 spillways, each 4 m wide, a bridge on the spillway and an operation house... "We regularly urge contractors to concentrate on construction and speed up the progress of the work. Currently, the project is entering the completion stage, with only the construction remaining such as plastering the walls, tiling and painting the operation house on the spillway, installing 9 sluice gates and sluice gate lifting equipment, and pouring concrete for the management road nearly 100 m long and 4 m wide. We strive to complete the entire project before June 30," said Mr. Tuan.

The Chin Thuong reservoir project (in Bac An commune) has also been invested in upgrading, filling and reinforcing the dam surface, dam roof with concrete, hardening the road from the foot of the dam to the top of the dam, the management road, repairing the spillway, and the monitoring system. This project is behind schedule compared to the original plan due to adjustments and additions to the item of rebuilding the water control sluice. Up to now, the project has been basically completed, with only a few small tasks remaining such as planting grass on the downstream slope of the dam, installing gates, and finishing the painting of the water control valve house.
In addition to the two projects above that are about to reach the finish line and the Da Trang Lake project that has to stop waiting for the locality to study and advise on how to fix the dredging of the lake bed that is not in accordance with the approved design, other projects under the WB8 sub-project have been completed and put into operation and exploitation.
Mr. Nguyen Van Bot, General Director of Hai Duong Irrigation Works Exploitation One Member Co., Ltd., said that the completion of this sub-project is of great significance in ensuring dam safety during the stormy season, limiting water leakage and loss in the reservoir, actively regulating water, creating an ecological landscape in the area and convenient exploitation management. From the beginning of 2023, the company's leaders directed member enterprises to proactively inspect in-field irrigation works, pumping stations for flood drainage, repair and maintain pumps and equipment. By the beginning of June, all preparations were completed, ready to prevent flooding during this year's stormy season.

Flood prevention for Hai Duong city
Recently, Hai Duong City has actively directed construction contractors to speed up the construction progress of items under the project of Comprehensive Development of Dynamic Urban Areas of the City, including many packages to prevent flooding in the inner city.
The infrastructure completion package for Nguyen Luong Bang and Thanh Binh streets has completed the construction of the rainwater drainage system, sidewalk paving, and asphalt concrete, reaching about 90% of the volume, ensuring progress. The contractor representative said that the unit is actively constructing the connection of the drainage system's outlet to the T1 canal, installing concrete panels for weaving grooves, and continuing to lay asphalt concrete, expected to be completed by June 30. At that time, the flooding situation in some low-lying areas of Thanh Binh ward over the past many years will be improved.
Ms. Vu Thi Nhan (a vendor at Thanh Binh market) said that Vu Huu street, from the intersection with Nguyen Luong Bang street to the intersection with Nguyen Van Linh street, is flooded when it rains, and there are heavy rains that last for a long time and the flooding is nearly half a meter deep. However, since Nguyen Luong Bang street was installed with large drainage pipes, the flooding on this section of the street has decreased significantly. The recent heavy rain only caused slight flooding, and the water quickly receded.
Since the beginning of April, at the construction site of package 2 of the T1 canal embankment, the joint venture of contractors Hai Duong Irrigation Construction Joint Stock Company and TPT Company has added 2 more construction teams in the middle and end of the route and mobilized about 40% more manpower than at the beginning of the year. Up to now, 2 box culverts have been completed across the road, the road surface has been completed, the road surface has been cleared at the box culvert location to Cam Khe residential area (Tu Minh ward); the construction of the canal embankment roof on both sides has a length of 1.38 km, reaching about 87% of the volume. In the coming time, the contractor will focus on constructing the remaining embankment roof, constructing the embankment top beam, embankment railing, operating road, lighting, striving to complete before June 23. This package, when completed in sync with the overall project, will contribute significantly to solving the problem of wastewater collection and treatment, minimizing environmental pollution and overcoming flooding in the western area of Hai Duong city.
