[Audio] 99% of rural people in Hai Duong use centralized clean water

On the morning of May 31, Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the regular meeting of the Provincial People's Committee in May (7th time) to review and discuss a number of reports and submissions by the Departments of Planning and Investment, Agriculture and Rural Development, Natural Resources and Environment and the People's Committee of Chi Linh City.

Concluding the review of the centralized rural clean water supply situation in Hai Duong, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban emphasized that the province has one of the highest rates of people using centralized clean water in the country. However, the process of construction, management and implementation still has some shortcomings.

Comrade Hoang Van Thuc, Director of the Department of Natural Resources and Environment, expressed his opinion on land use for clean water supply projects.

To ensure the synchronous supply of clean water in the province, meeting the needs of the people, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, directed the Department of Agriculture and Rural Development to coordinate with relevant departments and branches to comprehensively review issues related to the centralized clean water supply situation in the province. The Department of Construction is responsible for the contents of planning and implementing clean water infrastructure. The Department of Natural Resources and Environment assesses the use of land associated with the project, the procedures for land allocation and land lease. The Department of Planning and Investment reviews the investment procedures for clean water projects. The Department of Finance manages the supply price to ensure objectivity, transparency, compliance with regulations and appraisal of state assets and capital in the project. The dossiers of clean water projects must clearly show information on capital ratio, investment agency, and management unit. Based on the records, the Department of Agriculture and Rural Development has timely proposals to upgrade and renovate limited works to meet practical requirements.

According to the report of the Department of Agriculture and Rural Development, the situation of concentrated rural clean water supply in Hai Duong is relatively developed with 73 works operating stably, covering 174 out of 178 communes, reaching 99% of the rural population using clean water that meets quality standards, exceeding the target of the National Strategy for Clean Water Supply and Rural Sanitation by 2030 approved by the Prime Minister. In 4 communes: Bac An, Hoang Hoa Tham, Hung Dao, Le Loi (Chi Linh), people use water flowing from mountain streams and wells, and samples are taken for analysis to meet standards.

Leaders of the Department of Agriculture and Rural Development reported on the situation of rural clean water supply in Hai Duong.

In addition to positive results, rural water supply still has some limitations such as some invested projects that are not operating or operating ineffectively; degraded project items, using old technology; and inadequate management and exploitation models. In addition to the projects in operation, Hai Duong also has 2 projects that are not operating in Hiep Hoa commune (Kinh Mon) and Hung Long (Ninh Giang) because the locality cannot mobilize resources to invest in the pipeline system connecting to households. 3 projects in Thanh Mien town, Vinh Hung commune (Binh Giang), Duy Tan ward (Kinh Mon) have stopped operating due to outdated technology, not meeting capacity requirements, and degraded project items. The total designed capacity of water supply projects reaches 160,000 m3/day and night, basically meeting the demand, but there are still local water shortages during peak times in some localities such as Binh Xuyen (Binh Giang), Co Dung (Kim Thanh)...
