6 key tasks and solutions to implement Resolution 18 on land management and use

The Provincial Party Standing Committee issued Action Program No. 58-CTr/TU dated December 30, 2022 to implement Resolution No. 18-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on "Continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country" (hereinafter referred to as Resolution 18).

The purpose of the Action Program is to focus on leadership, direction, dissemination, and raising awareness in the political system, cadres, and party members to organize and implement Resolution 18 well; strengthen the role and responsibility of Party committees, party organizations, authorities, the Fatherland Front, and socio-political organizations in land management; and improve the effectiveness and efficiency of state management of land to meet the requirements of sustainable development.

The Action Program identifies the general goal of perfecting the mechanism and policies on land management and use in a synchronous manner, consistent with the institutions for developing a socialist-oriented market economy. Strictly implement land policies and laws, and relevant laws; improve the quality, effectiveness and efficiency of state management to ensure reasonable land allocation, for the right purpose, economically and effectively used, ensuring national interests, people's interests and community interests.

The specific goal by 2025 is to complete the amendment and promulgation of legal documents on land within the authority, ensuring consistency and consistency with the effective revised Land Law and a number of related laws and decrees, in accordance with the actual situation of the locality. Complete the organization of the state management apparatus on land, ensuring streamlining, effectiveness, efficiency, synchronization and unity; promote appropriate decentralization and delegation of power, accompanied by a mechanism for inspection, supervision and control of power. Build a centralized, unified, synchronous, modern and effective land information system database, promote administrative reform in the field of land management and use in the province. Build and complete the information infrastructure system, centralized, unified, synchronous, modern and effective land database, accelerate digital transformation, continue administrative reform in the field of land management.

Six key tasks and solutions are proposed to effectively implement this action program. These are: unifying awareness among cadres, party members and people on land management and use in a socialist-oriented market economy; perfecting mechanisms and policies on land management and use in sync with the development of a socialist-oriented market economy; promoting administrative reform, digital transformation and improving the capacity of state management of land; strengthening inspection, examination, supervision, handling of violations and resolving disputes, complaints and denunciations related to land, tightening discipline, preventing corruption and negativity; focusing on fundamentally resolving limitations, shortcomings and long-standing problems related to land management and use; strengthening the leadership of Party committees, promoting the role of the Vietnam Fatherland Front and socio-political organizations, and people in land management and use.
