On October 1, 34 households in Thai Mong village, Quang Thanh commune (Kinh Mon, Hai Duong) voluntarily agreed to dismantle constructions that violated the irrigation corridor.
Thai Mong village, Quang Thanh commune is a hot spot for violations of the irrigation corridor in Kinh Mon with 53 households violating (from Deo Nga pumping station to the intersection of provincial road 389). This area has Phung Khac canal and KC1 canal running parallel to provincial road 389B.
Violations occurred since the 1990s on a small scale, concentrated from 2010-2015. Initially, households built bridges across the canal, then built houses, sheds, warehouses, auxiliary works... on the canal and the Phung Khac canal corridor, the KC1 canal corridor. At that time, the Kinh Mon District Irrigation Works Exploitation Enterprise coordinated with the People's Committee of Phuc Thanh Commune (now Quang Thanh Commune) to draw up a record requesting clearance and restoration of the original status. However, 53 households have not complied.
By the end of 2023, 4 households voluntarily dismantled, 15 households committed to self-dismantling, and the remaining 34 households that did not voluntarily dismantle had to file for forced demolition.
From August 5 to 8, Kinh Mon Town People's Committee issued 34 decisions to force the implementation of remedial measures for the above 34 households for violating the protection area of irrigation works (no penalty decision was issued due to the expiration of the statute of limitations for administrative violations).
Along with the drastic and active measures of the Town Enforcement Steering Committee and Quang Thanh Commune People's Committee, from September 27 to October 1, 34 households violating the irrigation corridor in Thai Mong village voluntarily signed a compliance petition, voluntarily dismantled the violating constructions, and moved assets out of the enforcement area.
Households are dismantling illegal constructions themselves. The People's Committee of Kinh Mon town and Quang Thanh commune have mobilized more than 70 workers, 4 excavators, and 8 trucks to support households. The dismantling of illegal constructions is expected to be completed in the next 7 days.
