16 doctors from the District Medical Center in Hai Duong will rotate to the commune medical station.

The People's Committee of Hai Duong province has just implemented a temporary rotation plan for practitioners at public medical facilities in Hai Duong province in 2025. One doctor will rotate from the provincial level to the district level, and 16 doctors from the district level will rotate to the commune level.

Specifically, Hai Duong Obstetrics and Gynecology Hospital has 1 obstetrician and gynecologist working at Kim Thanh District Medical Center for 6 months from January 1, 2025 and working all days of the week.

Nam Sach District Medical Center has 8 doctors rotating to the health stations of 4 communes, including: Hop Tien, Cong Hoa, An Phu, Hiep Cat, working 2 days/week continuously for 6 months. Among them, there is 1 head of department, 1 deputy head of department. 4 doctors will rotate to the commune health station from January 1 to June 30, 2025, the remaining 4 doctors will rotate from July 1 to December 31, 2025.

Ninh Giang District Medical Center has 4 doctors, including 2 deputy heads of departments who rotate to the health stations of the communes: Hong Duc, An Duc, Van Phuc. 2 doctors rotate for 12 months, 2 doctors rotate for 6 months, working all days of the week.

Thanh Ha District Medical Center has 3 doctors on rotation to the health stations of the communes: Thanh Hai, Thanh Cuong and Thanh Quang for 6 months. Of these, 1 doctor works 2 days/week, 2 doctors work all days of the week.

Cam Giang District Medical Center has 1 doctor rotating to Cam Hung Commune Health Station for 6 months from January 1, 2025, working all days of the week.

The above plan of Hai Duong Provincial People's Committee aims to continue implementing Decision No. 14/2013/QD-TTg dated February 20, 2013 of the Prime Minister on implementing a limited-term rotation regime for practitioners at medical examination and treatment facilities. The purpose of the plan is to improve the quality of medical examination and treatment, management and operation at district and commune-level medical facilities; reduce the referral rate of lower-level medical facilities...

Having many doctors from the district health center rotate to commune health stations also contributes to ensuring the rate of communes with doctors working according to the national criteria for health. Hai Duong currently has about 59 commune health stations without doctors.

Last May, at the meeting and dialogue between provincial leaders and health workers, comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, concluded many important contents, including requesting the Provincial People's Committee to direct relevant departments and branches to strictly implement Decision No. 14/2013/QD-TTg dated February 20, 2013 of the Prime Minister on implementing the limited-term rotation regime for practitioners at medical examination and treatment facilities.

Before this conference took place, according to the summary report of the Provincial People's Committee, the whole province had 12 groups and 9 individuals who proposed the need for mechanisms and policies to implement a limited-term rotation regime for practitioners at medical examination and treatment facilities from upper to lower levels, especially at commune-level health stations to solve the shortage of human resources at this level.
