Violation of Thach Khoi - Doan Thuong channel is hot again

Recently, violations on the Thach Khoi - Doan Thuong canal have tended to increase again, but there have been no effective measures to prevent them.

As a vital canal, playing an important role in agricultural production of Hai Duong City and Gia Loc District, Thach Khoi - Doan Thuong Canal is also a hot spot for violations of irrigation works. Recently, violations on this canal have tended to heat up again.

Serious Violation

Taking advantage of the April 30 and May 1 holidays, Mr. Hoang Dinh Loan's family in Zone I, Gia Loc town illegally built a 70 m2 reinforced concrete bridge across the Thach Khoi-Doan Thuong canal. This is the biggest violation on this canal in recent times. Mr. Loan arbitrarily built the bridge without a license from the Provincial People's Committee to operate within the protection area of ​​​​the irrigation works. Although the management unit of National Highway 38B had built a barrier across it, not allowing households to open the road, Mr. Loan still deliberately built a solid bridge. Mr. Loan's family's actions were discovered early when they had just started making the girders. Because they were not stopped in time, the project was still being completed. Part of the reason was that Mr. Loan's family intentionally violated the law, so they "evaded" the authorities and functional agencies by making reinforced concrete elsewhere and then transporting it back for assembly. The violation happened so quickly that the forces could not handle it in time.

Not far from the violation of Mr. Loan's household, two adjacent houses also brazenly encroached on the common canal to build their own roads. Mrs. Bui Thi Hue's family built a solid bridge with an area of ​​over 40 square meters, while Mr. Pham Van Ha's family poured soil into the canal and built a 4 meter wide bridge. Currently, the above constructions have been completed and put into use. When the violation was discovered in early May, Mrs. Hue explained that the bridge was built to transport construction materials to build a house. In July, when the house was finished, the family would dismantle the bridge across the canal themselves. However, by the second half of October, the illegal construction still existed, and the households again used the excuse of travel needs to request the authorities at all levels to create favorable conditions. When the State implements projects and constructions within the area, the households will dismantle them themselves.

The Thach Khoi-Doan Thuong canal is a "black spot" of pollution, a hot spot of violations in the province's irrigation system. This 12km long canal currently has 210 violations, of which the most painful and difficult to handle is building a solid bridge across the canal. After a period of controlling and limiting violations by decisively handling them from the very beginning, recently violations on this canal have tended to increase.

The Thach Khoi-Doan Thuong canal is responsible for irrigating about 3,700 hectares and draining more than 2,000 hectares of agricultural land in Hai Duong city and Gia Loc district. The existence and occurrence of violations have greatly affected the quality of the works, irrigation capacity, and caused difficulties in water regulation. "Many sections of the canal have silted up, but due to violations, it is impossible to bring machinery and equipment down to the canal bed to carry out dredging," said Mr. Bui Trong Duc, Deputy Director of the Gia Loc District Irrigation Works Exploitation Enterprise.

Difficult to handle

The newly-emerged violations on the Thach Khoi-Doan Thuong canal are determined to be serious, threatening the safety of the canal and reducing the life of the project. However, handling the violations is still difficult and time-consuming. Because of hesitation and lack of determination, handling is increasingly difficult and complicated, although authorities at all levels and functional agencies have met and proposed many solutions. The Gia Loc District People's Committee has repeatedly urged the Gia Loc Town People's Committee to clear the violations, but so far they have not been implemented. The Chairman of the District People's Committee also severely criticized the Chairman of the Town People's Committee for allowing violations to arise.

To prevent and handle violations, Vice Chairman of Gia Loc District People's Committee Do Van Sang requested the town government to review, complete the violation records and develop a suitable and correct violation clearance plan. At the same time, inspect and review to upgrade and expand traffic routes for households along the canal bank based on cadastral maps and land allocation plans, without affecting related planning. The district's specialized departments and agencies, depending on their functions and tasks, advise on a thorough and strict handling plan to both completely handle violations and stabilize the situation.

The Thach Khoi-Doan Thuong canal is the main route in the province's irrigation map. Therefore, violations on the canal not only directly affect the management and operation of this canal but also create a bad precedent for the entire irrigation system in the province. Therefore, violations must be resolved completely and thoroughly. Only then can we ensure deterrence, strict compliance with irrigation regulations by the people and protect the safety of irrigation works.
