The Committee for Science, Technology and Environment reviews the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050.

On April 26, continuing the 8th Plenary Session, the Committee on Science, Technology and Environment conducted an examination of the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050, under the chairmanship of Party Central Committee member and Chairman of the Committee Le Quang Huy.

Speaking at the meeting, Chairman of the Committee for Science, Technology and Environment Le Quang Huy said that, recognizing the role and importance of the sea and islands for the country's development, the 4th Central Conference of the 10th tenure passed Resolution No. 09-NQ/TW in 2007 on Vietnam's Marine Strategy to 2020. In which, it emphasized that the 21st century is the "century of the ocean".

Next, the 8th Central Conference of the 12th tenure also issued Resolution No. 36-NQ/TW in 2018 on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045, with the goal of "making Vietnam a strong marine nation by 2030; basically achieving the criteria for sustainable development of the marine economy; forming a marine ecological culture...". At the same time, it proposed the requirement to soon promulgate the National Marine Spatial Planning.

According to Chairman of the Committee Le Quang Huy, in order to exploit and maximize the potential and advantages of Vietnam's seas, effectively respond to immediate and long-term challenges, and serve the cause of national construction and defense, the establishment of a national marine spatial planning for the 2021-2030 period, with a vision to 2050, is extremely urgent. In particular, the national marine spatial planning is one of three national-level plans according to the Law on Planning.

The implementation of the task of national marine spatial planning contributes to the timely implementation of important viewpoints, guidelines and policies of the Party and State in the state management of seas and islands, sustainable development of the marine economy, ensuring national defense and security, foreign affairs and international cooperation. This is a difficult and complicated task, carried out for the first time in Vietnam.

Delegates and experts attending the meeting focused on discussing and clarifying a number of key issues, such as: conformity with the Party's policies and guidelines; consistency in the planning system; compatibility with relevant international treaties; opportunities and challenges for Vietnam in exploiting and using marine space; planning boundary scope, etc.

Overview of the meeting

Deputy Minister of Natural Resources and Environment Le Minh Ngan explained and clarified the issues raised at the meeting; said that the Ministry acknowledged and fully accepted the comments of delegates, experts, and members of the Committee on Science, Technology and Environment to complete the planning.

Concluding the meeting, Chairman of the Committee on Science, Technology and Environment Le Quang Huy highly appreciated the preparation of documents, reports and data by the Government, directly the Ministry of Natural Resources and Environment; said that the Committee had preliminary consensus with the contents stated in the planning.

Chairman of the Committee Le Quang Huy stated that the Committee fully accepted the opinions of the drafting agency, delegates and experts to continue to complete the preliminary review report to submit to the National Assembly Standing Committee for comments in the coming time.
