The joint efforts of youth union members in Tu Ky district (Hai Duong) have contributed to improving the appearance of the countryside and building smart, modern villages and residential areas.
Practical
Last September, people in Tan Quang village, Quang Khai commune (Tu Ky) flocked to the village cultural house to experience and use the free wifi network. Here, youth union members guided people to make electronic transactions on mobile devices; set up Zalo and Facebook groups to exchange contact information between households in the village and hamlet. This is also one of four community activity points where Tu Ky District Youth Union installed free wifi with a total cost of more than 20 million VND.
Mr. Nguyen Van Kham, Deputy Head of Tan Quang village, shared: "After establishing a common Zalo group, the dissemination of policies and announcements of common work in the village took place more promptly and quickly."
In August 2023, Tu Ky District Youth Union piloted the "Smart Village and Residential Area" model in new rural construction for 552 households in the villages of Tan Quang (Quang Khai Commune), Mac Xa (Quang Phuc Commune), Thanh Ky (An Thanh Commune) and La Tinh Nam residential area (Tu Ky Town). To implement the model, Tu Ky District Youth Union has deployed many specific projects and tasks.
At pilot locations, Tu Ky district youth implemented the youth project "Lighting up the countryside roads", installing solar lights on the roads... To make "every citizen a digital citizen", youth union members in the commune directly went to guide households to use online public services, electronic payment services... Consulting with the locality, mobilizing households to install security cameras on the roads in the village; participating in guiding people to classify and treat waste at home.
Ms. Nguyen Thi Minh Phuong, Secretary of Tu Ky District Youth Union, said that the youth union members are urgently completing the digital map in 4 villages and residential areas selected as points and are expected to complete it by mid-November. Through the map, information of households in the village will be integrated, just by scanning the QR code, visitors and residents can easily know the location of each family.
Associated with local economic development
After nearly 3 months of implementation, there have been clear changes in the selected villages and residential areas. Both sides of the road are decorated with flowers and green trees, making the countryside scene even more peaceful and fresh. According to Mr. Nguyen Duc Thuan, Chairman of Quang Khai Commune People's Committee, the most obvious change is that people's access to digital transformation and information technology is becoming more widespread and popular. Through self-assessment, Tan Quang village, Quang Khai commune has implemented 9 out of 13 criteria for building smart villages and residential areas.
The "Smart Village" model is one of the four criteria of a model new rural commune. To achieve this criterion, the village must build free public wifi hotspots at cultural houses or community activity points; all households and farms must classify and treat waste at source; all households are coded with village and residential area maps; establish a Zalo group to exchange information and communicate...
However, according to Tu Ky District Youth Union, the initial implementation still faces many difficulties due to uneven conditions among households, low awareness of using the Internet and the failure to exploit advantages in labor production. The implementation of the model requires greater determination and consensus from the government and the people.
Mr. Duong Ha Hai, Vice Chairman of Tu Ky District People's Committee, highly appreciated the initial effectiveness of the model of building smart villages and residential areas implemented by the District Youth Union. According to Mr. Hai, with the current limited resources, promoting the role of youth union members in building new rural areas and civilized urban areas in the locality is very necessary and important.
