Tu Ky resolutely handles traffic corridor violations

Recently, Tu Ky district has promoted propaganda and mobilization work combined with enforcement to clear many cases of traffic safety corridor violations.

Van To Commune regularly organizes propaganda and mobilizes households living along Provincial Road 391 to comply with regulations on protecting traffic safety corridors.

Provincial Road 391 through Van To area previously had many households doing business, setting up awnings, sprinklers, and placing advertising signs, causing traffic safety and aesthetic problems. Faced with this situation, Van To commune has made handling violations of traffic safety corridors one of the breakthroughs in implementing political tasks. Departments, branches, and organizations actively propagate and mobilize union members and members to voluntarily dismantle violating constructions. Local authorities regularly inspect and prevent new violations from arising after clearance. Therefore, the situation of traffic safety corridor violations in Van To commune has recently decreased significantly.

Vice Chairman of Van To Commune People's Committee Nguyen Van Tuan said that thanks to active propaganda and mobilization, people's awareness of complying with regulations on protecting traffic safety corridors has been raised, returning clear roads and sidewalks, contributing to preventing accidents.

According to statistics from the Economic - Infrastructure Department of Tu Ky district, since the beginning of the year, 4 constructions violating the traffic corridor of provincial roads 391, 392, National Highway 37 and the Hanoi - Hai Phong expressway have been promptly discovered by local authorities, and have been mobilized to dismantle by households themselves. Typically, in January 2023, the People's Committee of Quang Phuc commune promptly discovered that Mr. Pham Van Sang's household had built a drainage wall near the access road to the Hanoi - Hai Phong expressway. The locality coordinated with the Economic - Infrastructure Department of the district to inspect the construction site of Mr. Pham Van Sang's household, requiring him to strictly comply with regulations on ensuring traffic safety corridors. Mr. Sang has dismantled the construction himself, pledging not to violate again.

With the theme of Traffic Safety Year 2023 "Respecting the law to build a traffic culture", from the beginning of the year, Tu Ky set a goal of eliminating traffic violations and restoring order on sidewalks and roads. The district proactively issued a plan to ensure traffic safety with the goal of reducing traffic accident criteria by at least 5-10% compared to 2022. The district requested communes and towns to proactively develop plans to organize the clearance of violations on National Highway 37, Provincial Roads 391, 392... through the management area. In 2023, the District People's Committee will continue to provide financial support to the People's Committees of communes and towns to carry out the clearance of traffic safety corridor violations.

Localities in the district have proactively issued plans to ensure traffic safety. For example, Tan Ky commune has expanded roads in conjunction with the construction of advanced new rural areas, installed traffic signs and speed bumps at 6 intersections between commune and village roads and district roads; cleared traffic corridors and contributed funds to relocate electric poles in the middle of the road.

Tu Ky's traffic infrastructure is improving.

In cases of intentional violations and procrastination, the district will resolutely handle them. Last May, the district's interdisciplinary force cleared violations of traffic safety corridors on routes 191N, 191M and 191Q through 8 communes of Van To, Phuong Ky, Ha Ky, Minh Duc, Quang Khai, Quang Trung, Tien Dong and Nguyen Giap. Before conducting the clearance, the District Traffic Safety Committee assigned the People's Committees of the communes to review and count violations such as setting up tents, tarpaulins, canopies, awnings, and installing advertising signs; market meeting places, trading of goods, and trees that do not ensure visibility, causing traffic insecurity. During the clearance operations, the leaders of the People's Committees of the communes and towns directly participated, promptly directed and resolved arising situations. As a result, the authorities seized 25 advertising signs, 16 canopies, awnings, and cleared 120 trees that obstructed visibility; People voluntarily dismantled 30 billboards. Authorities have disseminated information and requested violators to commit not to repeat the violation and not to hold markets in inappropriate locations that cause traffic insecurity.

According to Mr. Nguyen Thanh Chung, Deputy Head of the Traffic Safety Committee, Head of the Economic - Infrastructure Department of Tu Ky district, the district will base on the nature and level of violations to impose penalties according to its authority. To avoid violations after clearance, the District People's Committee has handed over the land to the People's Committees of communes, towns and bridge and road management agencies for self-management and regular inspection.
