One of the new points of the Law on Identity Cards is the provision on granting identity cards to people of Vietnamese origin living in Vietnam whose nationality has not been determined.
From July 1, the Law on Identity Cards, consisting of 7 chapters and 46 articles, will take effect. One of the new points that people agree with and support is the regulation on granting identity cards to people of Vietnamese origin living in Vietnam but whose nationality has not been determined.
According to Dr. Luu Duc Quang, Ho Chi Minh City University of Economics, there are currently many people of Vietnamese origin whose nationality has not been determined and who are living in Vietnam due to various reasons. Local authorities do not have any information about these people and they themselves do not have documents proving their identity and background.
This reality has caused many difficulties in managing security and social order... Furthermore, for people of Vietnamese origin who have not yet determined their nationality, this is a barrier that makes it difficult for them to get medical treatment, study, find a job, receive subsidies, assistance, social security...
The issuance of identity certificates contributes to ensuring rights and creating many opportunities for people of Vietnamese origin who have not yet determined their nationality, including the disadvantaged and children of people of Vietnamese origin, to enjoy the most basic rights, helping them have a better life in the future.
"This time there is a very new and practical point. That is, it covers a group of people of Vietnamese origin but without citizenship. We think this is a very progressive point, and that is why the name of the law has been changed, in the direction that previously it was called the Citizen Identification Law, now it is called the Identification Law. That means the ID will be an identification document not only issued to Vietnamese citizens but also to people of Vietnamese origin," said Dr. Luu Duc Quang.
According to the draft Decree detailing a number of articles and measures to implement the Law on Identification, which is soliciting public opinion, people of Vietnamese origin whose nationality has not been determined must go to the identification management agency of the district-level police where they live to declare and collect information as prescribed in Clause 3, Article 30 of the Law on Identification.
