Law on Road Traffic Order and Safety No. 36/2024/QH15 dated June 27, 2024 stipulates that in case a person with a driving license issued before the effective date of this law (January 1, 2025) needs to change or reissue the driving license, the following steps must be taken:
Class A1 driver's licensebe changed or reissued to a Class A driving license with the restriction that you can only drive two-wheeled motorbikes with a cylinder capacity of less than 175 cm3 or having an electric motor capacity of less than 14 kW;
A2 driving licensechanged, reissued to Class A driver's license;
Class A3 driver's licensechanged, reissued to B1 driver's license;
A4 driving licensebe changed or reissued to a certificate for driving specialized motorbikes for drivers of tractors with a load capacity of up to 1,000 kg and a certificate of training in road traffic law knowledge for drivers of specialized motorbikes;
Automatic B1 driving licensebe changed or reissued to a Class B driver's license with the restriction that you can only drive automatic cars;
Driving license class B1, B2be changed or reissued to a class B or class C1 driving license and a specialized motorcycle driving certificate for tractor drivers with a load capacity of up to 3,500 kg;
Class C driver's licenseMaintain and change, reissue the same class and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
Class D driver's licensebe changed or reissued to a class D2 driver's license and a specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
Class E driver's licensebe changed or reissued to a class D driver's license and a specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
Driver's license class FB2be changed or reissued to a BE or C1E class driver's license and a specialized motorcycle driving certificate for tractor drivers with a load capacity of up to 3,500 kg;
FC class driver's licensebe changed or reissued to a CE class driving license and a specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
FD class driver's licensebe changed or reissued to a D2E class driver's license and a specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg;
FE class driver's licenseChanged, reissued to DE class driver's license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.

+Class BIssued to drivers of passenger cars with up to 8 seats (excluding the driver's seat); trucks and special-purpose cars with a total designed weight of up to 3,500 kg; types of cars specified for class B driving licenses pulling trailers with a total designed weight of up to 750 kg;
+Class C1Issued to drivers of trucks and specialized vehicles with a total designed weight of over 3,500 kg to 7,500 kg; types of trucks specified for class C1 driving license pulling trailers with a total designed weight of up to 750 kg; types of vehicles specified for class B driving license;
+Class Cissued to drivers of trucks and special-purpose vehicles with a total designed weight of over 7,500 kg; types of trucks specified for class C driving licenses pulling trailers with a total designed weight of up to 750 kg; types of vehicles specified for class B and class C1 driving licenses;
+Class D1Issued to drivers of passenger cars with more than 8 seats (excluding the driver's seat) to 16 seats (excluding the driver's seat); passenger cars specified for class D1 driving license pulling trailers with a total designed weight of up to 750 kg; vehicles specified for class B, C1, C driving licenses;
+Class D2Issued to drivers of passenger cars (including buses) with more than 16 seats (excluding the driver's seat) to 29 seats (excluding the driver's seat); passenger cars specified for class D2 driving license pulling trailers with a total designed weight of up to 750 kg; vehicles specified for class B, C1, C, D1 driving licenses;
+Class DIssued to drivers of passenger cars (including buses) with more than 29 seats (excluding the driver's seat); sleeper cars; passenger cars specified for class D driving licenses pulling trailers with a total designed weight of up to 750 kg; vehicles specified for class B, C1, C, D1, D2 driving licenses;
+BE ClassIssue to drivers of types of cars specified for class B driving licenses pulling trailers with a total design weight of over 750 kg;
+Class C1EIssue to drivers of types of cars specified for class C1 driving licenses pulling trailers with a total design weight of over 750 kg;
+ Class CE is granted to drivers of types of cars specified for class C driving licenses pulling trailers with a total designed weight of over 750 kg; tractors pulling semi-trailers;
+Class D1EIssue to drivers of types of cars specified for class D1 driving licenses pulling trailers with a total design weight of over 750 kg;
+Class D2EIssue to drivers of types of cars specified for class D2 driving licenses pulling trailers with a total design weight of over 750 kg;
+DE ClassIssue to drivers of types of cars specified for class D driving licenses pulling trailers with a total design weight of over 750 kg; passenger cars with attached carriages.
