Law on Road Traffic Safety and Order
From January 1, 2025, how will previously issued driving licenses be changed or reissued?
Law on Road Traffic Order and Safety No. 36/2024/QH15 dated June 27, 2024 stipulates that in case a person with a driving license issued before the effective date of this law (January 1, 2025) needs to change or reissue the driving license, the following steps must be taken:
License plate winner who fails to pay is banned from bidding for 12 months
Under the new law, license plate winners who fail to pay or pay insufficient money will be banned from participating in auctions for 12 months.
Proposal to reduce fines for alcohol concentration violations
In addition to deducting points from the driver's license, the Ministry of Public Security proposed reducing the fine if the driver's alcohol concentration does not exceed 50 mg/100 ml of blood or 0.25 mg/liter of breath.
Children under 10 years old will not be allowed to sit in the front seat of a car from 2026.
From January 1, 2026, children under 10 years old and under 1.35 m tall will not be allowed to sit next to the driver, according to the Law on Road Traffic Safety and Order.
From January 2025, the number of driving license types will increase to 15.
The Law on Road Traffic Safety stipulates 15 types of driving licenses, class A1 is granted to drivers of motorbikes up to 125 cc, and car driving licenses B1 and B2 are merged into B.
Proposal to revoke driving licenses of drug users
Discussing at the 7th Session of the 15th National Assembly, National Assembly delegates from Hai Duong province proposed revoking driving licenses of people who illegally use drugs.
Prohibit driving with alcohol concentration to protect life, health and race
On the afternoon of May 22, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly discussed in the hall a number of different opinions on the draft Law on Road Traffic Order and Safety.
Proposal to transport children under 10 years old in cars with safety equipment
Drivers must have safety equipment for children under 10 years old and under 1.35 m tall when not accompanied by an adult, according to the draft Law on Road Traffic Order and Safety.

Motorcycle license plate auction: Pilot in big cities before mass application?
In the latest draft of the Law on Road Traffic Safety, the Government has proposed legalizing the auction of vehicle license plates, including expanding the auction to include license plates for commercial vehicles and motorbikes.
