Searching for the general director in Ho Chi Minh City who fled with nearly 171 billion VND

On November 7, Ho Chi Minh City Police issued a notice to search for Mr. Doan Quoc Bao (45 years old, residing in Tan Binh district), General Director of Nippon Epc Construction Engineering Joint Stock Company (Nippon Epc Company) headquartered on Nguyen Van Troi Street, Phu Nhuan District.

Accordingly, Ho Chi Minh City Police received a complaint from Mr. Ochi Yutaka (53 years old, Japanese nationality) - legal representative of Hiraiwa Vietnam Company Limited - accusing Bao of appropriating nearly 171 billion VND, which was the construction money of this company.

According to the investigation, Bao holds 51% of shares of Nippon Epc Construction Engineering Joint Stock Company, a regular partner of Hiraiwa Company. Hiraiwa Company signed a subcontract with Nippon Epc Company to carry out 4 factory projects in Long An, Thua Thien - Hue, Hanoi and Tien Giang.

After receiving payment from Hiraiwa Company, Mr. Bao represented Nippon Epc Company to sign a subcontract with VEC LLC, whose legal representative is Ms. Nguyen Thi Kim Ngan (Bao's wife). In fact, Ms. Ngan did not participate in this company, but everything was operated and managed by Bao.

After that, VEC LLC signed contracts with subcontractors for steel, floor tiles, wall tiles, paint, electricity, water... and teams of workers for construction.

But from May 2024, Bao did not continue to construct projects according to schedule, turned off his phone, did not contact Hiraiwa Company or subcontractors, did not pay subcontractors and showed signs of absconding.

Bao's "disappearance" has caused subcontractors and workers to cause disorder, demanding the demolition and destruction of construction projects. Thua Thien - Hue and Long An provincial police are handling related cases.
