General Secretary To Lam and President Luong Cuong hand over the work of the President

Also attending were Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Politburo members, Party Central Committee Secretaries; Vice President; Deputy Prime Ministers; leaders of central departments, ministries and branches.

At the ceremony, General Secretary To Lam officially handed over the duties of the President to Comrade Luong Cuong and requested the Central Office, the Office of the President, and relevant agencies, immediately after the handover ceremony, to organize and report specific work to the President; promptly review the work plan, internal and external tasks, and work activities as assigned by the Politburo, and closely coordinate to advise the President to conduct work most effectively.

General Secretary To Lam said that although his time as President was not long, he, together with the Politburo, the Secretariat, and the Central Executive Committee, resolved many urgent tasks; made efforts to fully and comprehensively perform the duties and powers of the President as prescribed by the Constitution, creating a number of changes that received the attention and support of the people, comrades, compatriots, and friends.

The General Secretary firmly believes that, with his enthusiasm, high sense of responsibility and extensive working experience, Comrade Luong Cuong will quickly approach the new job, provide close, timely and effective instructions to join the Central Executive Committee, Politburo, Secretariat, National Assembly, Government, Fatherland Front... to lead the people to successfully implement the Resolution of the 13th Party Congress, bringing our country into a new bright and heroic era, contributing worthily to the cause of building and defending the beloved socialist Vietnamese Fatherland.

The General Secretary also thanked Vice President Vo Thi Anh Xuan, leaders of the Office of the President, officials, civil servants and employees of the Office of the President for their solidarity, unity, efforts and striving to build the Party and the agency to be increasingly clean and strong, to do well in research, consulting and effectively serving the President's domestic and foreign affairs activities, helping him fulfill his assigned tasks.

Speaking at the handover ceremony, President Luong Cuong expressed his emotion and honor to be recommended by the Central Executive Committee, the Politburo and General Secretary To Lam, and to be elected by the National Assembly to hold the position of President of the Socialist Republic of Vietnam; emphasizing that working in the place where beloved Uncle Ho once lived and worked is extremely sacred and a special honor.

President Luong Cuong affirmed that he will, together with the Vice President, and all officials, civil servants, and employees of the Office of the President, thoroughly grasp and resolutely organize the successful implementation of the General Secretary's direction, requirements, and wishes for the President and the Office of the President.

The President emphasized that he will strive to learn, preserve, inherit and promote the good achievements that General Secretary To Lam and generations of State leaders have worked hard to build and leave behind; at the same time, he hopes that the General Secretary, with his extensive experience and prestige, will continue to help him successfully carry out all noble tasks entrusted by the Party, State and People.

The President pointed out that the world and regional situation continues to develop in a complex, uncertain and unpredictable manner. Peace, cooperation and development are still the main trends, but are facing many obstacles, difficulties and challenges; strategic competition between major countries, conflicts taking place in many forms, becoming more intense, increasing risks to the international economic, political and security environment, including Vietnam.

Domestically, after 40 years of implementing the renovation policy, we have achieved great and historic achievements, creating a very important premise for continuing to move forward; however, there are still many difficulties and challenges.

To contribute with the entire Party, the entire people and the entire army to successfully implement the Resolution of the 13th National Party Congress, the Resolution of the 10th Central Conference of the 13th tenure; actively prepare to successfully organize the 14th National Party Congress - a special milestone on the path of development of the country, opening a new era, the era of the Vietnamese people's rise, as well as promoting the glorious tradition of the Office of the President over more than 75 years of construction and growth and continuing the success and direction of General Secretary To Lam, President Luong Cuong requested and wished that the leaders, cadres, civil servants, public employees and workers of the Office of the President continue to unite, unify, promote the spirit of responsibility, dedication, diligence, proactiveness, creativity, promote emulation, build a clean and strong Party organization and agency in all aspects, perform well and excellently all tasks, worthy of being a research and strategic advisory agency serving the President and Vice President.

On this occasion, the President also hopes that the Party Central Committee, the Politburo, the Secretariat, the Party and State leaders, the ministries, departments and branches at the central and local levels, and the agencies and organizations will continue to support, help and create conditions for him to successfully fulfill his duties as President as he has sworn before the National Assembly, compatriots, comrades and voters nationwide.

Previously, President Luong Cuong offered incense to commemorate President Ho Chi Minh at House 67 and visited Uncle Ho's fish pond in the President Ho Chi Minh relic site in the Presidential Palace, where memories associated with his life are still preserved intact.
