On June 19, at the Party Central Committee Headquarters, the Central Steering Committee on Anti-Corruption and Negative Activities (Central Steering Committee) held a conference to review one year of activities of the Provincial Steering Committee on Anti-Corruption and Negative Activities (Provincial Steering Committee).

Attending and chairing the conference were Politburo members: Truong Thi Mai, Standing member of the Secretariat, Secretary of the Party Central Committee, Head of the Party Central Committee's Organization Commission, Deputy Head of the Steering Committee; Phan Dinh Trac, Secretary of the Party Central Committee, Head of the Party Central Committee's Internal Affairs Commission, Deputy Head of the Steering Committee; Tran Cam Tu, Secretary of the Party Central Committee, Chairman of the Party Central Committee's Inspection Commission, Deputy Head of the Steering Committee; To Lam, Minister of Public Security, Deputy Head of the Steering Committee.
Attending the conference were Politburo members, Party Central Committee Secretaries, Party Central Committee members, leaders of central departments, ministries and branches and more than 2,500 delegates attending the online conference connecting to localities.

Initial positive results
On May 10, 2022, the 5th Central Conference (13th tenure) agreed on the policy of establishing a Provincial Steering Committee.
Immediately afterwards, the Central Internal Affairs Commission urgently advised the Secretariat to issue Regulation No. 67-QD/TW, dated June 2, 2022 on the functions, tasks, powers, organizational structure, working regime, and working relations of the Provincial Steering Committee to facilitate the establishment of Steering Committees by provincial and municipal Party Committees.
By August 5, 2022, just nearly three months after the Central Resolution, 63/63 Provincial and Municipal Steering Committees were quickly established, of which the 3 earliest established localities were Hanoi, Da Nang and Thanh Hoa.
Immediately after its establishment, with timely guidance from the Central Government, in a short time, many provincial Steering Committees completed the construction and promulgation of working regulations, assigned tasks to members and developed programs and work plans to unify the implementation of activities.
The summary report of one year of activities of the Provincial Steering Committees on preventing and combating corruption and negativity shows that the Steering Committees have advised, directed and organized the implementation of the Party's policies and regulations and the State's laws on preventing and combating corruption and negativity; the conclusions of the Central Steering Committee and the General Secretary, Head of the Central Steering Committee, have been implemented more seriously, promptly and effectively than before.
There have been 2,196 documents advised, issued, and directed by the Steering Committees to focus on leading, directing, and organizing the implementation of anti-corruption and negativity work at the local level.
Many provinces and cities have done well in this regard, typically Lao Cai, Ninh Thuan, Binh Thuan, Tra Vinh, and Soc Trang.
The above-mentioned timely concretization and implementation have created high consistency from the Central to local levels in order to bring the Resolution, policies and determination to fight corruption of the Party and State, and of the General Secretary, into life.
The Steering Committees have paid attention to directing the strengthening of inspection, supervision, and investigation work and the settlement of complaints and denunciations, thereby promptly correcting many wrongdoings, detecting and directing strict handling of many Party organizations and violating cadres and Party members.

Through inspection, supervision and audit, many Party organizations and Party members who have committed acts of corruption, negativity, and degradation in political ideology, ethics and lifestyle have been handled and recommended for disciplinary action; 286 cases with signs of crime have been transferred to the Investigation Agency for investigation and handling according to the provisions of law, an increase of nearly 3 times compared to the period one year before the establishment of the Provincial Steering Committee.
In addition to directing functional sectors, the Provincial Steering Committee has conducted 147 inspections and supervisions of Party committees and subordinate Party organizations in implementing Party policies and regulations and State laws on preventing and combating corruption and negativity; on leadership, direction, and handling of denunciations and crime reports; on implementing conclusions of the Steering Committee's working groups and members of the Central Steering Committee; and inspection conclusions and recommendations of the State Audit.
The Provincial Steering Committee has focused on directing the handling of difficulties and obstacles, speeding up the resolution of corruption and negative cases; prolonged cases and incidents of public concern in each locality; and putting 444 cases and 156 complicated corruption and negative cases of public concern under the monitoring and direction.
At the same time, 530 new cases/1,858 defendants were prosecuted for corruption crimes; the number of cadres and party members prosecuted for corruption and negative acts was 1,132 defendants; 15 Party organizations, nearly 80 cadres and civil servants of agencies with the function of preventing and combating corruption and negative acts were disciplined, strictly implementing the policy of handling without forbidden areas and without exceptions.
Along with focusing on directing the promotion of detecting and handling corruption and negativity, many provincial Steering Committees have paid attention to directing the strengthening of propaganda and dissemination of the Party's guidelines and the State's policies and laws on preventing and combating corruption and negativity.
Some Steering Committees have developed detailed plans to direct propaganda work on preventing and combating corruption and negativity, educating on the culture of integrity, and organizing press awards; some localities have created television programs on preventing and combating corruption and negativity such as Lao Cai and Da Nang.
The Standing Committees of the Provincial Steering Committees in many localities have regularly met to give opinions on policies for handling cases and incidents; directed the removal of many difficulties and obstacles, thereby speeding up the investigation and handling of corruption and negative cases and incidents.
The Internal Affairs Committees of provincial and municipal Party Committees have initially played a good role as the Standing Body of the Provincial Steering Committee; advising, implementing, and completing many important tasks, serving the implementation of the Steering Committee's activities. Many places have played a good role as a link between the prosecution agencies; promptly detected difficulties and obstacles to proactively propose and advise on solutions.
Many localities have learned and applied the coordination mechanisms of the Central Steering Committee to the local coordination process, bringing high efficiency. The coordination mechanism for handling cases and incidents according to "5 levels" and the mechanism of "handling documents and evidence as they become clearer" have been applied by many localities.

Building a culture of integrity, no corruption, no negativity
To meet the increasingly high requirements of the task of fighting against corruption and negativity, to effectively perform assigned functions and tasks, and to meet the expectations of cadres, party members and people, it requires provincial Steering Committees to actively promote the advantages and achieved results, take measures to overcome shortcomings and limitations; continue to direct the strict implementation of the Party's viewpoints, policies and regulations, the State's laws on preventing and combating corruption and negativity, and the conclusions of the Central Steering Committee and of the General Secretary, Head of the Central Steering Committee.
The Provincial Steering Committee directed to further promote propaganda and education on corruption prevention and combat, especially the Party's viewpoints, policies and regulations on this work; continue to direct the dissemination and propaganda of the content and core values of the work "Resolutely and persistently fighting against corruption and combat, contributing to building our Party and State increasingly clean and strong" by the General Secretary, Head of the Central Steering Committee; create high unity within the Party and among the people on the task of continuing to promote corruption prevention and combat; turn the thoughts, guiding viewpoints, tasks and solutions for corruption prevention and combat stated in the General Secretary's work into concrete actions, bringing about clearer and more practical results in fighting, preventing and repelling corruption and combat in localities.
Localities need to synchronously carry out tasks and solutions to prevent and combat corruption and negativity, both prevention, detection and handling; synchronously implement the four goals of "cannot, dare not, do not want, do not need corruption"; especially focus on education, building a culture of integrity, no corruption and negativity.
Functional sectors strengthen inspection, supervision, investigation, and settlement of complaints and denunciations, focusing on areas prone to corruption and negativity, specialized areas, closed-off activities, and prominent, pressing issues of public concern in the area.
The Provincial Steering Committee focuses on leading and directing the resolution of difficulties and obstacles to accelerate the investigation and handling of corruption and negative cases in localities, especially cases and incidents monitored and directed by the Provincial Steering Committee and assigned by the Central Steering Committee to provincial and municipal Party Committees for handling; regularly reviewing and including serious corruption and negative cases and incidents that are of public concern to the Provincial Steering Committee for monitoring and direction; and at the same time directing the detection and handling of new corruption and negative cases and incidents.
Strictly and synchronously handle Party discipline, administrative handling and criminal handling of corruption and negative acts according to the principle of "Proactive, urgent; handle clearly as to the extent; no forbidden areas; where there are signs of crime, it must be investigated and prosecuted and where there is a conclusion of guilt, it must be prosecuted and tried; handle strictly but humanely; have an objective, comprehensive, and historical perspective when considering handling violations..."
The Provincial Steering Committee directs and further promotes the role and responsibility of the People's Council, the Vietnam Fatherland Front, socio-political organizations at all levels, the press and the people in the fight against corruption and negativity; focuses on supervising the cultivation, training of ethics, lifestyle and exemplary responsibility of cadres and party members, especially leaders and key leaders at all levels; strengthens coordination, promptly publicizes, provides information, and directs propaganda on corruption and negativity prevention and combat; focuses on fully informing and propagating the Party and State's viewpoints and policies on corruption and negativity prevention and combat; sets good examples for good people and good deeds; fights against and criticizes wrong viewpoints and corrupt and negative behaviors; protects, rewards and encourages those who denounce corruption and journalists who bravely fight against corruption and negativity.
The Provincial Steering Committee urgently advised the Party Committee to have solutions to direct and quickly overcome the situation of cadres avoiding, shirking responsibility, being afraid of responsibility, and not daring to do; urgently review and perfect the Working Regulations; develop and promulgate professional procedures and regulations, ensuring that the Steering Committee's activities are truly scientific, disciplined, and effective.
Members of the Steering Committee must be clean, exemplary, have the courage to fight corruption, protect what is right, fight against what is wrong, be truly impartial and objective; pay attention to perfecting the organization, apparatus and staff of the Provincial and Municipal Party Committees' Internal Affairs Committees to improve the capacity and effectiveness of advising and serving the Steering Committee's activities.
