Prime Minister: Handling alcohol concentration violations on September 2nd holiday without restricted areas or exceptions

The Prime Minister instructed the Ministry of Public Security to resolutely handle violations that cause traffic accidents, such as alcohol concentration violations, without any prohibited areas or exceptions.

The Prime Minister has thoroughly handled the situation without restricted areas or exceptions for violations that cause traffic accidents such as alcohol concentration violations.

The above request was mentioned by Prime Minister Pham Minh Chinh in Official Dispatch No. 81 on ensuring traffic order and safety during the National Day holiday on September 2 and the peak month of traffic safety for students going to school.

The telegram stated that this year’s 4-day National Day holiday on September 2nd also marks the start of a peak month for traffic safety as students across the country begin a new school year. Traffic is forecast to increase, posing a potential risk of accidents and traffic jams.

To better serve people's travel needs and ensure traffic order and safety during the holidays and peak traffic safety months for students going to school, the Prime Minister requested the Ministry of Public Security to direct local police to increase patrols, control, and strictly handle violations of traffic order and safety in the spirit of respecting the law.

"Deal decisively and persistently, without forbidden areas or exceptions, focusing on handling violations that are direct causes of traffic accidents such as violations of alcohol and drug concentration regulations, speeding violations; proactively prevent, stop and strictly handle acts of gathering to disturb public order and illegal racing," the dispatch requested.

The Prime Minister requested to resolutely handle and suppress those who act against law enforcement officers; increase the force to regulate, reasonably divide traffic, and guide safe and smooth traffic, especially on routes and areas where traffic is forecast to increase during the National Day holiday.

The police force needs to handle violations of traffic order and safety for high school students, combined with handling the act of handing over vehicles or allowing unqualified people to drive (promptly inform the school about cases of student violations so that appropriate forms of education, reminders, and handling can be provided).

The Prime Minister requested the Ministry of Transport to direct its affiliated agencies, Departments of Transport and transport businesses to have plans to ensure capacity and quality of transport services, ensure traffic safety, especially passenger transport by road, rail and air during the National Day holiday, to better serve the travel needs of students entering the new school year.

According to the Prime Minister's note, it is necessary to strengthen the management of transportation activities right from the beginning of the terminal, yard, and station.

The Ministry of Transport is required to coordinate with the competent authorities of the Education and Training sector to direct the review of schools that use contract cars to transport students, and require transport units to comply with business regulations and business conditions for transporting students by car.

In addition, the transport sector needs to renovate and improve the safety conditions of traffic infrastructure, especially main traffic routes, important traffic hubs, key traffic routes, and tourist centers; review areas at high risk of landslides and increase warnings if necessary, and promptly fix traffic infrastructure problems.

Another important task of the Ministry of Transport mentioned by the Prime Minister is to urgently handle newly emerging "black spots" of traffic accidents; review and supplement the signaling system, strictly implement the organization and guidance to ensure traffic safety on sections, routes, and construction sites with construction activities; and prioritize roads for people to travel during the holidays.

The Ministry of Education and Training must direct and guide schools to promote education on knowledge and skills for safe traffic participation for students, and strengthen guidance for students to comply with traffic rules when driving electric motorbikes and electric bicycles.

The Prime Minister also requested the Ministry of Education and Training to direct educational institutions in provinces and cities to coordinate with the Parents' Association to encourage parents and guardians to take measures to manage and sign a commitment to comply with traffic safety laws, and not to let their children drive motorbikes when they are underage and do not have a suitable driver's license.

The Ministry of Information and Communications directs news agencies and press agencies to rectify the compliance with traffic laws by reporters and collaborators; strictly handle cases of interference and impact on the handling of violations by authorities.
