Speeding up construction of the project to renovate 7 northern railway stations

This project has a total investment of more than 475 billion VND from the state budget in the medium-term public investment plan for the period 2021-2025 with an implementation period until 2025. The project includes 2 construction packages (XL01, XL02).

In terms of scale, the project will renovate and upgrade 3 railway lines, including 3 passenger stations: Gia Lam station (Hanoi - Dong Dang route), Cam Giang station and Hai Duong station (Gia Lam - Hai Phong route); 4 cargo stations: Vat Cach station, Vat Cach port (Gia Lam - Hai Phong route), Dong Dang station and Lang Son station (Hanoi - Dong Dang route), Xuan Giao station (Yen Vien - Lao Cai route). Including items of renovating stations, platforms, building new platform roofs; renewing and repairing railways; renewing and repairing warehouses; synchronous auxiliary works...

Regarding the general progress of the project, the leader of the Railway Project Management Board said that the XL01 package with Cam Giang station is expected to be completed this September. Meanwhile, Xuan Giao station (Lao Cai) is facing difficulties in terms of land, and the locality is currently estimating the cost of compensation for 25 households. The remaining stations in this package are being implemented to ensure the proposed plan.

In the XL02 package to renovate Vat Cach station and Vat Cach port (Hai Phong city), the contractor has not been able to implement the project on site due to land issues. Currently, the land issues are mainly agricultural land of 16 households in An Duong district. The Vat Cach port in Hong Bang district has no land issues.

However, a representative of the Railway Project Management Board said that if the site clearance of Vat Cach station is not completed this September, it will affect the overall progress of the project because this item will take at least 6 months to handle the weak ground.

Reporters present at the construction site of the station and station area renovation project of Gia Lam Station under the XL01 package, the representative of the joint venture contractor for this project, Long Hung Construction Joint Stock Company - Ha Thai Railway Joint Stock Company, said that the Gia Lam station sub-project started construction on June 20, 2023.

A representative of Long Hung Construction Joint Stock Company, which is constructing the Gia Lam station, said that 80% of the renovation work on the station roof and the station restrooms has been completed. The 343m-long platform roof for picking up and dropping off passengers between tracks 2 and 3 is currently being manufactured at the factory and is expected to be installed on September 15 and completed in October.

Regarding the construction of the station infrastructure, including the renovation and repair of the railway, a representative of Ha Thai Railway Joint Stock Company informed that the station will renovate 3 main rails, 2 of which have been completed and are expected to be completed in September. Along with the rails, the contractor has also completed the drainage system at the station.

Sharing the difficulties in the construction process at the railway stations, the representative of the consulting and supervising unit at Gia Lam station said that the challenge for the contractor is to both carry out the construction and ensure traffic safety for regular train operations. On the consulting unit's side, the contractor's construction process is always closely monitored to ensure the quality of the items.

According to the Railway Project Management Board, the winning contractor for the XL-01 package is the consortium of Long Hung Construction Joint Stock Company - Thanh Hoa Railway Joint Stock Company - Ha Thai Railway Joint Stock Company with a winning bid price of VND 204,683 billion, a decrease of VND 0.104 billion compared to the package price, a savings rate of 0.05%; contract implementation time of 540 days, contract type according to adjusted unit price. The package includes items for renovating Xuan Giao, Hai Duong, Gia Lam, Cam Giang, Dong Dang, Lang Son stations.

For package XL-02, the joint venture of Ha Hai Railway Joint Stock Company - Dong Nam Infrastructure Construction Investment Joint Stock Company won the bid. The winning bid price was 178.542 billion VND, a decrease of 0.16 billion VND compared to the package price (0.08%); contract implementation period is 540 days, contract type is according to adjusted unit price.

In the contractor consortium, Dong Nam Infrastructure Investment and Construction Joint Stock Company will construct the road connecting Vat Cach station to Vat Cach port, while Ha Hai Railway Joint Stock Company will undertake the renovation and upgrading of Vat Cach station.
