Finalize implementation of 4 Northern expressway projects

Specifically, the Hoa Binh - Moc Chau expressway project, the section passing through Hoa Binh province (34km long), the locality is organizing the preparation of a pre-feasibility study report, expected to be approved in the first quarter of 2023.

The feasibility study report of the project in Son La province (31.6km long) is also expected to be approved in the first quarter of 2023.

“Based on the locality's request and implementing the Prime Minister's direction, the Ministry of Transport has proposed that the Prime Minister assign the People's Committee of Son La province to be the competent authority to implement the project passing through the area,” said the Department of Construction Investment Management.

Regarding the Dong Dang - Tra Linh expressway project (115km long), on January 16, 2023, the Prime Minister approved the project investment policy under the public-private partnership (PPP) method.

Accordingly, the project is invested in phase 1 with a length of about 93.35km (from Km0+00 at the intersection of Tan Thanh border gate area, Van Lang district, Lang Son province to about Km93+350 at the intersection with National Highway 3 in Quang Hoa district, Cao Bang province.

Phase 2 will continue to invest about 27.71 km (from about Km93+350, the end point of phase 1 to Km121+060, the end point at the planning boundary of Tra Linh Border Gate Economic Zone, Trung Khanh district, Cao Bang province.

The total preliminary investment of the project is estimated at VND 22,690 billion; of which, phase 1 is about VND 13,174 billion (capital mobilized by the Investor is VND 6,594 billion, State capital participating in the project is VND 6,580 billion).

Phase 2 is about 9,516 billion VND (from the central budget, local budget and other legal sources of capital.

Currently, Cao Bang Provincial People's Committee is directing relevant units to prepare a project feasibility study report so that it can be implemented soon.

“Regarding the Huu Nghi - Chi Lang Expressway project, on December 30, 2022, the People's Council of Lang Son province approved the project investment policy under the BOT form. The next steps of the project are being implemented in accordance with the provisions of the Law on Investment under the public-private partnership method,” the Department of Construction Investment Management informed.

The Huu Nghi - Chi Lang border gate expressway project has a total length of about 60 km; of which, the Huu Nghi - Chi Lang expressway is about 43 km long, the route connecting Tan Thanh border gate and Coc Nam border gate is about 17 km long (including 2 sections).

Regarding the scale of investment, in the phased phase, the Huu Nghi - Chi Lang border gate expressway was invested in construction with a scale of 4 lanes, the roadbed width was 17m. The route connecting Tan Thanh border gate and Coc Nam border gate was invested in a scale of 2 lanes, the roadbed width was 14.5m.

In the completion phase, the Huu Nghi - Chi Lang border gate expressway has been completed with a cross-section of 6 motor vehicle lanes and a roadbed width of 32.25m. The route connecting Tan Thanh border gate and Coc Nam border gate has been completed with a scale of 4 motor vehicle lanes and a roadbed width of 22m. The total preliminary investment (phased phase) is about 10,620 billion VND.

Regarding the Tuyen Quang - Phu Tho expressway project connecting with Noi Bai - Lao Cai expressway (40.2km long), the Department of Construction Investment Management said that the project is being constructed by Phu Tho province, with output reaching 43% of the contract value.

“Following the Prime Minister’s direction, the Ministry of Planning and Investment has reported on adjusting the investment plan. Accordingly, the investment will be stopped to change the investment scale and assigned to the People’s Committees of Tuyen Quang and Phu Tho provinces to implement according to the province’s territory,” said the Department of Construction Investment Management.
