On the morning of July 17, the Ministry of Agriculture and Rural Development held an online conference to review the 3-year program implementing the national target program on new rural construction for the 2021-2025 period.

Mobilizing over 1.7 million billion VND to build new rural areas from 2021 - 2023

According to the Ministry of Agriculture and Rural Development, in 2021, the whole country mobilized about 602,603 ​​billion VND from resources to invest in implementing the Program.


The integrated livestock model of Mr. Nguyen Tang Da's family in Cao Trai village, Thuy Viet commune, Thai Thuy district, brings in an annual income of more than 2 billion VND from raising commercial chickens and aquaculture.

In 2022, according to local reports, by December 2022, the whole country mobilized about 744,723 billion VND from resources to invest in implementing the Program (an increase of 24% compared to 2021).

In 2023, according to local reports, as of June 2023, the whole country mobilized about 404,618 billion VND from resources to invest in implementing the Program.

Thus, the total resources mobilized to implement the Program for the 2021-2023 period (as of the reporting time) are about 1,752 trillion VND. Of which, the central budget plays the role of "seed capital", directly supporting the implementation of the Program accounting for about 1.2%, local budgets at all levels about 9.9%, integrated capital from national target programs, other programs and projects implemented in rural areas about 8.1%, credit capital about 74.1%, capital from enterprises, cooperatives, economic organizations about 4.0%, voluntary contributions from people and communities about 2.8%.

"Up to now, the National Target Program on New Rural Development has the highest disbursement rate of central budget capital among the three national target programs," said Mr. Ngo Truong Son, Chief of the Central Office for New Rural Development Coordination.

In addition to the achieved results, the current system of legal documents and guidance documents for implementing the Program at the central level is slow to be issued, which also affects the progress of submitting to competent authorities for approval of the plan allocation plan and allocation of central budget capital.

The disbursement progress of the central budget capital plan for 2022 (including the capital plan for 2021 transferred to 2022) and the period 2021 - 2025 is still slow. Many localities have not yet disbursed immediately after completing the assignment of capital plans.

The program sets a target that by 2025, the whole country will strive to have at least 80% of communes meeting new rural standards; strive to have at least 50% of districts, towns and provincial cities meeting new rural standards, completing the task of building new rural areas; strive to have about 17-19 provinces and centrally run cities recognized by the Prime Minister as having completed the task of building new rural areas; strive to have 60% of hamlets, villages, hamlets, villages, and communes in especially disadvantaged communes in border areas, mountainous areas, coastal areas and islands recognized as meeting new rural standards according to the new rural criteria prescribed by the provincial People's Committee.

To achieve the set goals, the Ministry of Agriculture and Rural Development will continue to research, review, and perfect the system of support policies and mechanisms for new rural construction in order to promptly remove difficulties and obstacles for localities, ensuring that they are suitable to actual conditions to accelerate the progress and effectiveness of the Program; amend and supplement the set of new rural criteria at all levels to be more suitable to the actual situation in localities and the characteristics of regions.

The Ministry of Agriculture and Rural Development continues to implement solutions to mobilize maximum resources to implement the program. Manage and use the assigned State budget capital to ensure efficiency and compliance with legal regulations. Determined to disburse 100% of capital to implement the National Target Program according to the assigned Plan for 2022 and 2023. Strengthen activities to mobilize international donors and non-governmental organizations (NGOs) to support resources and share experiences in implementing contents related to urgent issues of the Program.

OCOP products need to bring economic value.

The representative of the Central Office for New Rural Area Coordination also said: The whole country has evaluated and classified 9,852 products of the "One Commune One Product" Program (OCOP products) with 3 stars or more, of which 66.9% are 3-star products; 32.2% are 4-star products; 0.6% are potential 5-star products and 42 are 5-star products (recognized by the Ministry of Agriculture and Rural Development). There are 5,069 OCOP entities, of which 38.5% are cooperatives, 24.4% are enterprises, 34.1% are production establishments/business households, and the rest are cooperative groups.

OCOP products are gradually affirming their value and quality in the market, gaining the trust of the people. In particular, 5-star OCOP products have been trusted by Party and State leaders, chosen as gifts in important conferences and overseas business trips; at the same time, they have been used by some ministries and branches as gifts for delegates in industry conferences.

Speaking at the conference, Minister of Agriculture and Rural Development Le Minh Hoan shared: The national target program on new rural construction is not only about building bridges, roads, schools, and stations, but this is a multi-objective program aiming to build new rural areas more effectively and practically, especially improving the material and spiritual life of rural people.

In particular, the "One Commune One Product" Program is also to solve employment, improve people's lives, and effectively and substantially build new rural areas. Therefore, the OCOP Program needs to have products that bring economic value. OCOP products not only need to ensure quality but also come with stories and values ​​that carry the cultural identity of each locality and each region. These are the factors for OCOP products to gain added value that can spread and attract consumers in the market.

By June 30, 2023, Hai Duong province had 43 communes meeting advanced new rural standards, 4 communes meeting model new rural standards, and 1 district registering to implement the criteria of advanced new rural districts from the beginning of 2023. The total capital mobilized for new rural construction in the province in the period of 2021-2022 is 16,509 billion VND, expected to be 13,152 billion VND in 2023. By 2020, Hai Duong is one of 5 localities nationwide recognized by the Prime Minister for completing the task of building new rural areas.

By the end of 2025, Hai Duong province strives to have at least 60% of communes meeting advanced new rural standards, at least 20% of communes meeting model new rural standards, and at least 3 districts meeting advanced new rural standards.
