Minister of Justice Le Thanh Long has just reported an overview of some basic contents of the groups of questions to be questioned at the 25th Session of the National Assembly Standing Committee on August 15.
To strengthen control over power, prevent and combat corruption, negativity, and group interests, the agency in charge of drafting legal documents needs to promptly report and seek opinions from Party committees and organizations on important policies and major orientations.
Among the issues reported by the Minister of Justice are solutions to improve the quality of the legal system, solutions to control power, prevent and combat corruption and negativity in law-making work under the responsibility of the Government.
Minister Le Thanh Long also explained solutions to overcome the situation of slow promulgation, overlapping and contradictory content, and limitations and violations in the promulgation of documents detailing laws, resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee.
The Minister said that during this term, the Ministry of Justice has prepared more carefully and innovated the way it makes proposals to the Government on the law and ordinance building program.
Since the beginning of the term, with the preparation of ministries and branches, the Government has submitted to the National Assembly for approval 32 laws and resolutions (22 laws, 10 resolutions), no draft law had to be withdrawn from the program.
The projects submitted by the Government, after being coordinated with the National Assembly's review agencies to be revised and completed under the direction of the National Assembly Standing Committee, were all approved with a high rate.

The Ministry of Justice has focused on the appraisal of proposals, projects, and draft legal documents, improving quality, ensuring progress, and continuing to promote the appraisal council mechanism. The basic appraisal reports have been well evaluated by competent agencies issuing documents and have been carefully consulted by National Assembly deputies during the discussion process.
From 2021 to May 31, 2023, the Ministry of Justice has appraised 533 projects, drafts and 71 proposals for drafting legal documents. Minister Le Thanh Long affirmed that the Law on Promulgation of Legal Documents 2015 (amended and supplemented in 2020) has many new regulations with the goal of strengthening control over power, preventing corruption, negativity, and group interests in law-making work.
The Government regularly requests ministries and branches to strengthen discipline and order in law-making work; ensure strict compliance with procedures, transparency and objectivity in law-making; organize consultation and receive and reasonably explain comments from subjects affected by the documents.
The Ministry of Justice is advising the Government to issue a Resolution on a number of solutions to improve the quality of the work of building and perfecting the legal system and organizing law enforcement to prevent corruption, group interests and local interests. This content has now completed the draft revision and is ready for approval.

The Minister of Justice assessed that the results of the past time have continued to institutionalize one of the three strategic breakthroughs identified in the Resolution of the 13th National Party Congress and in leadership and direction documents on legal and judicial work.
Thereby, it has made important, immediate and long-term contributions to the control, prevention and fight against the Covid-19 pandemic, socio-economic recovery and development, ensuring national defense and security, and the prevention and fight against corruption and negativity.

Besides, Minister Le Thanh Long also frankly admitted that there is still a situation of adding and increasing projects to the program that are not in accordance with the overall program or proposed close to the time of organizing the sessions and meetings of the National Assembly and the National Assembly Standing Committee.
Some projects have not been carefully studied and calculated in terms of scope of adjustment and policy impact; some projects had to be changed from 2 sessions to 3 sessions such as the Law on Medical Examination and Treatment (amended); the quality of some draft laws is not high.
There are also contradictions, overlaps, and lack of consistency between some regulations in legal documents, leading to different interpretations and difficulties in implementation.
"There are signs of fear of responsibility and avoidance of work in advising on institution building in some places," the Minister of Justice assessed.
To overcome these shortcomings, in the coming time, according to Minister Le Thanh Long, it is necessary to strengthen discipline and order in law-making work.
