New regulations on awarding the titles of People's Artist and Meritorious Artist

The Government issued Decree No. 61/2024/ND-CP dated June 6, 2024 regulating the awarding of the titles of People's Artist (NSND) and Meritorious Artist (NSUT), including many new regulations on standards, which are more strict and scientific.

According to regulations, the titles of People's Artist and Meritorious Artist Awarded to individuals who meet the following criteria: Loyalty to the Fatherland; good compliance with the Party's guidelines, policies and laws of the State, regulations, rules and regulations of agencies, organizations and localities.

Having good moral qualities, being exemplary in life, devoted to the profession; having outstanding artistic talent for the honored cultural and artistic genre, industry, and profession; having professional prestige; having many contributions to the Vietnamese revolutionary cause, recognized and admired by colleagues and people.

For the title of People's Artist, individuals must have continuous or cumulative working time in the field of professional culture and arts for 20 years or more, or 15 years or more for circus and dance arts.

Individuals who have been awarded the title of Meritorious Artist, then continue to meet one of the following criteria: Have at least 2 national gold awards, including 1 individual national gold award.

In case there is no individual national gold prize, there must be at least 3 national gold prizes converted to individuals according to the provisions in Appendix II attached to this Decree.

Domestic gold awards of individuals or films, programs, plays, and performances are converted to calculate individual achievements according to regulations.

For the title of Meritorious Artist, individuals must have worked continuously or cumulatively in the professional cultural and artistic fields for 15 years or more, or 10 years or more in the circus and dance arts.

There are at least 2 national gold awards, including 1 individual national gold award. Domestic gold awards of individuals or of films, programs, plays, and performances are converted to calculate individual achievements according to regulations.

Individuals with at least 1 national gold prize and 2 national silver prizes, including the national gold prize belonging to the individual. In case there is no 1 national gold prize belonging to the individual, there must be at least 3 national gold prizes converted to the individual according to regulations.

Previously, in 2023, the Ministry of Culture, Sports and Tourism (MOCST) reported on a number of shortcomings when drafting a Decree regulating the awarding of the titles of People's Artist and Meritorious Artist.

The subjects considered for the title of People's Artist and Meritorious Artist as stipulated in Decree No. 89/2014/ND-CP need to be amended and supplemented to comply with the provisions of the Law on Emulation and Commendation No. 06/2022/QH15. According to the Ministry of Culture, Sports and Tourism, there are a number of new subjects whose policy impact needs to be assessed according to regulations.
