Although "every inch of land is gold", for the common good, the people of Tam Ky commune (Kim Thanh, Hai Duong) did not hesitate to voluntarily donate thousands of square meters of land, joining hands with the government to build rural roads.
High consensus
In these last days of the year, the people of Nai Dong village, Tam Ky commune, are happy that the main road of the village has just been expanded. This road, which used to be narrow, degraded, and had many bumpy sections, is now open, wide, and straight.
According to the commune cadastral officer, when visiting each family that voluntarily donated land for road construction, we can see the full value of the consensus of the people. Mr. Luu Quang Khai's house, one of the pioneers in the movement to donate land for road construction, is located on the main road of the village. In 2014-2015, his family demolished the fence to donate a part of the land to expand the village road. Last October, after being promoted and mobilized by the local government, his family continued to donate nearly 30 square meters of land.
Not far from Mr. Khai's house is the Nguyen Dinh family temple in Nai Dong village, located at the village crossroads, one of the "prime" locations. After learning about the policy of expanding village roads and alleys to facilitate people's travel, the whole clan unanimously supported, demolished the gate and surrounding wall to donate land, and worked with the local government to renovate the road. Mr. Nguyen Phi Son, representative of the Nguyen Dinh clan, said: "Expanding village roads and alleys is the right policy, in line with the people's wishes. That's why, when the Village Front Committee propagated and mobilized, our whole clan unanimously agreed to donate over 40 square meters of land." To donate land for the road, the Nguyen Dinh clan also had to demolish the entire fence and gate, worth over 60 million VND, that had been built before, and continue to invest over 50 million VND to rebuild it.
The road from Ky Coi village to Cua Dac fields has long been narrow, making it difficult for vehicles to enter and exit to purchase agricultural products. In mid-2023, the villagers voluntarily invested funds to widen the nearly 500-meter road. Many families in the village voluntarily donated dozens of square meters of agricultural land; together contributing funds and working days. Up to now, the entire road surface has been widened to 3.5 meters, making it convenient for people in the village to travel and purchase vegetables.
Promoting democracy
In 2023, Tam Ky commune was assigned by Kim Thanh district to complete the construction of advanced new rural areas. The commune Party Committee issued a thematic resolution on building the commune to achieve advanced new rural areas in 2023 and model new rural areas in the period of 2021-2025.
The Party Committee and the communal government directed socio-political organizations and all villages to proactively develop plans and roadmaps to implement 15/15 advanced new rural criteria.
Transportation is one of the difficult criteria, requiring a large source of funding while the local budget is limited and not capable of supporting. To implement, Tam Ky has reviewed all the main roads of the commune and villages; developed a specific plan for each route, and proposed specific solutions. Along with taking advantage of support from superiors, balancing the commune budget to support villages to renovate and expand roads, the commune promotes the "locomotive" role of cadres, party members, association members, and union members in donating land and contributing funds to build roads. From there, it creates a spread, arousing "people's hearts and people's strength" to join hands in building village and commune roads.
Since the policy and plan for road renovation and expansion were issued, Tam Ky commune has organized public meetings throughout the political system from departments, branches, and organizations in the commune and each village. Through these meetings, policies and plans were implemented while promptly grasping the thoughts and aspirations of the people. During the meeting and consultation process, the Party Committee and the People's Committee of the commune sent cadres to attend, recorded all opinions of the people, and from there came up with the most appropriate implementation plan.
Comrade Nguyen Tien Quynh, Vice Chairman of Tam Ky Commune People's Committee said: "When starting to implement the traffic criteria, the commune publicly informed the people, discussed and decided on the content of the work and the level of contribution. The people's ownership was promoted, so the mobilization of contributions became more favorable, especially the people voluntarily donated thousands of square meters of land to open the road."
Thanks to the consensus of the people, currently 100% of village and hamlet roads in Tam Ky commune have been renovated and expanded, contributing to changing the appearance of the countryside here, helping the locality complete the goal of reaching the finish line of an advanced new rural commune.
From 2020 to now, the entire Tam Ky commune has mobilized over 100 households to donate nearly 3,000 m2 of land to build 4.1 km of rural roads and 3.3 km of intra-field roads. The total cost is over 10 billion VND. In 2023 alone, the entire commune has more than 50 households voluntarily donating 1,700 m2 to expand 2 village roads and 3 intra-field roads in Nai Dong and Ky Coi villages with a total length of nearly 2 km. All village roads have been expanded from 3.5 m to 6 - 7 m.
