Shocking, vulgar, offensive short films are flooding the internet, influencing young people.

This is the assessment of the Department of Culture and Arts, Central Propaganda Department in the report on literature and arts work and activities of the Vietnam Union of Literature and Arts Associations, central specialized literature and arts associations in the first quarter of 2024.

The report was presented at the first quarter conference with the Vietnam Union of Literature and Arts Associations and central specialized literature and arts associations on the afternoon of April 5.

The Department of Culture and Arts acknowledged that in the first quarter, literary and artistic work and activities of literary and artistic associations achieved many positive results.

Across the country, many activities and art programs took place to respond to and promote political events, celebrate major national holidays, celebrate spring, and celebrate the Party.

On the occasion of the New Year, Party and State leaders held a warm and affectionate meeting with intellectuals, scientists and artists.

The Ministry of Culture, Sports and Tourism coordinated with relevant departments, ministries and branches to organize the 10th ceremony to award the titles of People's Artist and Meritorious Artist, creating an exciting atmosphere among artists and the public.

However, the literary and artistic situation in the first quarter still has many shortcomings that have lasted from before.

Shocking, nonsense "short films" are everywhere

Guidance on the implementation of the Program to support creative activities of literary, artistic and journalistic works at the central level and local literary and artistic associations; and support high-quality journalistic works at local journalist associations for the period 2021-2025 (according to the Prime Minister's decision) still faces difficulties and obstacles in implementation.

By the end of the first quarter of 2024, funding from the source to support creative activities of literary and artistic works and projects in 2024 has not been provided, which has greatly affected the common activities of the union and associations.

Due to lack of funding, professional activities of many associations scheduled to be implemented in the first quarter had to be temporarily suspended, and some specialized magazines of the associations had to temporarily suspend publication.

The Department of Culture and Arts assessed that in recent times, the union and associations have made many efforts in building, organizing, researching, and innovating operating methods, but the results achieved are still modest.

Responding to creation, participating in movements and social campaigns, promoting the pioneering and exemplary role of artists is still superficial and lacks depth.

Some artists are not aware of their social responsibilities and civic duties, use social networks indiscriminately, violate their speech, tend to be arbitrary in their creations and expressions, pursue commercialization, and trivial entertainment. A few individuals show hesitation and skepticism about their ideals and beliefs in the cause of national development in the new era.

Regarding the film industry, in addition to the "problem" of trashy, toxic films spreading online, the Department of Culture and Arts also pointed out the following limitations: some films were sent to participate in film festivals abroad without a film classification license; and the situation of underage audiences entering theaters to watch movies in violation of regulations.

Need to continue to innovate the activities of associations

The Department of Culture and Arts also pointed out many reasons leading to these limitations. Among them are limited investment resources for literature and arts, unclear regulations, and lack of specific mechanisms for the literature and arts sector.

Furthermore, the model, organization, and operating mechanism of the union and the central and local literary and artistic associations are not unified and still have many shortcomings.

The work of planning, training, fostering and promoting the role of artists is not yet synchronous and sustainable...

To continue promoting the achievements and overcoming difficulties and limitations, in the coming time, it is recommended that the Union and relevant associations and agencies continue to thoroughly and fully disseminate the Party's viewpoints, policies and guidelines and the State's policies on culture, literature and art to a large number of artists.
