The Prime Minister requested that in the coming time, the Steering Committee's meetings must be connected online to the commune level, and decentralization to the commune level - the place closest to the people.

On the morning of July 19, under the chairmanship of Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee for Administrative Reform (Steering Committee), the Steering Committee held its 5th meeting to assess the implementation of administrative reform in the first 6 months of the year, and set out directions and tasks for administrative reform in the last 6 months of 2023.
The meeting was held online between the Government headquarters and 63 provinces and centrally-run cities.
Attending the meeting were Deputy Prime Minister Tran Luu Quang; Deputy Heads of the Steering Committee: Minister of Home Affairs Pham Thi Thanh Tra; Minister, Head of the Government Office Tran Van Son; leaders of ministries and branches who are members of the Steering Committee and Chairmen of People's Committees of provinces and cities.
Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Administrative Reform Steering Committee attended the conference at the Hai Duong Provincial People's Committee bridge. Representatives of leaders of relevant departments, branches, localities and organizations also attended.
Opening the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized that promoting administrative reform, enhancing decentralization, decentralization, building a streamlined state apparatus with effective and efficient operations continues to be identified by the Party and State as a focus and breakthrough in building a socialist rule-of-law state in our country in the new period. The 6th Conference of the 13th Party Central Committee issued Resolution No. 27-NQ/TW dated November 9, 2022 on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period.
The Prime Minister said that over the past time, with the solidarity, determination, efforts and endeavours of the Government, all levels, sectors, localities and members of the Steering Committee, administrative reform work has continued to improve and progress has been made. However, there are still many shortcomings, limitations, and complications in the internal operations of state agencies and in handling work and reforming administrative procedures for people and businesses. There is also a situation of evasion and shirking of responsibility leading to congestion in handling work...
Therefore, the Prime Minister requested that agencies continue to review their work in the spirit of "doing everything that is beneficial to the people, and avoiding everything that is harmful to the people", so that people and businesses can access and carry out procedures and work in the fastest and most convenient way, reducing costs, time, effort, avoiding trouble, harassment, corruption, and negativity.
With the viewpoint that "resources come from thinking, motivation comes from innovation, strength comes from the people", the Prime Minister requested that in the coming time, the organization of the Steering Committee's meetings must be deployed online to the commune level; in order to further enhance responsibility, strengthen decentralization to the commune level - the place closest to the people, the fastest to reach the people, directly contact and work a lot with the people and businesses.

For the 5th Session of the Steering Committee, the Prime Minister suggested focusing on evaluating and clarifying the achieved results, shortcomings and limitations in administrative reform in general, especially emerging issues, issues of concern to the people, proposing solutions and tasks in the coming time in administrative reform work, unblocking, mobilizing and effectively using all resources for national recovery and development in the current context...
According to the Steering Committee, in the first 6 months of the year, the Government, Prime Minister, and Head of the Steering Committee have requested ministries, branches, and localities to continue to innovate, be drastic, closely follow, and be specific in leadership and direction of implementation to create a breakthrough in administrative reform.
Accordingly, in 6 months, the Steering Committee held 2 meetings, chaired by the Prime Minister, Head of the Steering Committee. At the same time, it issued many important documents to implement administrative reform tasks in 2023. Focusing on resolving difficulties and problems related to administrative reform, especially administrative procedures. Ministries, branches and localities have also tried to perform their assigned tasks.
Ministries and ministerial-level agencies have set out 845 tasks, while People's Committees of provinces and cities have set out 3,003 tasks. As of June 21, 2023, central ministries and branches have completed 296 tasks, reaching 35.03% of the plan; People's Committees of provinces and cities have completed 1,384 tasks, reaching 46.09% of the plan.
The Standing Committee of the Steering Committee has inspected administrative reform work in a number of provinces and cities according to the set plan, including the provinces of Quang Nam, Quang Ngai, Gia Lai, Kon Tum. The Deputy Minister of National Defense - Member of the Steering Committee inspected the Ho Chi Minh City Border Guard. The Ministry of Home Affairs coordinated with the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Vietnam Veterans Association and the Vietnam Post Corporation to inspect administrative reform, evaluate the use and impact of the PAR Index and the SIPAS Index in 13 provinces and cities.
At the meeting, members of the Steering Committee, leaders of ministries, branches and localities discussed and assessed the implementation of administrative reforms in the first 6 months of the year, and proposed directions and tasks for administrative reforms in the last 6 months of 2023.
